Request approval of the minutes for Regular Commissioners meetings on June 15, 2026 and July 20, 2026.
 

B. Mandy McGhee, Finance Director

1.  Request approval for an increase to the Public Health Department budget in the amount of $20,557 to recognize additional funding received through the AA 117 Public Health Infrastructure Funds.  The purpose of the AA 117 Public Health Infrastructure funding is to strengthen the local Public Health workforce and ensure the local Public Health agencies are prepared and capable of responding to the community's health needs.  These funds will support workforce development and other resources necessary for the Local Health Department to provide foundational Public Health services and address the needs of the communities it serves.

2.  Request approval of an increase to the Library's budget in the amount of $1,000 to accept the IMLS America 250 stipend from Capital Meeting Planning, Inc. for the Library's participation in the IMLS 250 Library Convening:  Telling America's Story.

3.  Request consideration to appropriate $84,284 of the Bethany Fire District fund balance.  Bethany Fire Department requested their remaining fund balance as of June 30, 2026 to be placed into their capital reserve fund.

4.  Request approval to increase the Public Health Department budget in the amount of $4,879 for additional Women, Infants, and Children (WIC) Program funding.  Purpose:  The additional funding is provided through a Special Funding Opportunity for Local Health Departments to address unique local needs.  The funds will support the WIC Program's mission of providing nutritious foods, nutrition education, and referrals to health care and other community resources for eligible low-income women, infants, and children during critical periods of growth and development.

5.  Request approval of an increase to the Public Health Department budget in the amount of $28,839 for additional State funding received through AA 121 ARPA Temporary Savings Funds.  Purpose:  These funds will support activities authorized under the General Aid to Counties Agreement and enhance the local Health Department's capacity to deliver essential Public Health services and core functions.  The funding will also assist in addressing specific community health needs and health status indicators identified by the local Health Department.

6. Rockingham County is a recipient of Federal funding through the American Rescue Plan Act (ARPA), including Coronavirus State and Local Fiscal Recovery Funds (CSLFRF).  As a condition of these awards, the North Carolina Department of Environmental Quality (NCDEQ) requires recipients to adopt and maintain certain compliance policies and procedures.  The County has implemented the required ARPA compliance documents.  During a recent NCDEQ desk review, NCDEQ staff confirmed the County's overall ARPA compliance and project management practices but requested formal adoption of an Internal Control Policy specific to ARPA/CSLFRF awards.  The proposed Internal Control Policy is based on the model policy recommended by the UNC School of Government and NCDEQ.  The policy formalizes the County's existing internal control framework, which is designed to provide reasonable assurance that public funds are managed in accordance with applicable federal and state requirements.  The policy addresses key internal control components, including governance and oversight, communication, risk assessment, segregation of duties, written policies and procedures, documentation, financial reporting and timely reconciliations to ensure the proper stewardship of ARPA/CSLFRF funds.

7.  Request approval to increase the Department of Social Services (DSS) budget by $43,399 to appropriate Special Children Adoption Incentive Funds received from the North Carolina Department of Health and Human Services (NCDHHS), Division of Social Services.  These funds are restricted and may only be used for eligible expenses associated with the Special Children Adoption Program.  The State Revenue was received in June 2026 and, because it was received at fiscal year-end, was closed to County Fund Balance.  This budget amendment re-appropriates the funds from County Fund Balance for their intended program purpose.
 

C. Justin Thacker, Deputy Finance Director

1.  Request approval to increase the fiscal year (FY) 2026 Cooperative Extension budget $3,622 for program revenues earned and not budgeted in FY 2026.  The various program revenues are to be used in the same program as earned.

2.  Request approval of a new roof project in the amount of $1.35 million for the roof replacement project at Western Rockingham Middle School and authorization to close out the remaining HVAC and roofing projects funded through the associated debt issuance.  In order to complete this project, we may have to transfer up to $432,618 dollars in restricted sales tax dollars.  Additionally, consideration to approve the updated capital project ordinance.

3.  Request consideration to appropriate $5,450 for Veteran's Treatment Court staff training line item.  The Veteran's Treatment Court training event was budgeted in FY 2026.

D. Board of Commissioners
Request approval for the reappointment of Robert B. Citty, III, Captain Eric Hopper and Edward Hunter Perdue.  There terms will end July 19, 2029.
 

E. Amanda Crumpler, Purchasing Agent
Request consideration for approval of the Resolution declaring the 2005 Chevrolet Suburban as surplus and reallocated to Eden Rescue Squad, 106 Mabel Street, Eden, NC  27288.

   Request approval of the following actions related to the previously approved Department of Health and Human Services Facility Expansion debt-financed project:
      m   Approve the Reimbursement Resolution. It is Rockingham County's intent to reimburse itself from future financing proceeds for eligible project expenditures incurred prior to the closing of the financing. Adoption of the reimbursement resolution preserves the County's ability to reimburse eligible planning, design, and construction costs. The Local Government Commission (LGC) financing application cannot be submitted until approximately 70% of the total project costs have been identified.
      m   Adopt the Capital Project Ordinance establishing the Department of Health and Human Services Facility Expansion Capital Project Fund and appropriating project expenditures and anticipated financing sources.
      m   Approve the Budget Amendment to appropriate funding for the Department of Health and Human Services Facility Expansion Capital Project Fund in accordance with the Capital Project Ordinance.

Approval of Tencarva as a sole source provider will ensure continuity of service, compatibility with existing systems, and reduce potential risks or costs associated with switching to alternative providers.

   2. Request approval to increase Sheriff's Office budget $3,068.00 for the North Carolina
   Community Foundation Grant (2026 Rockingham County Community Foundation). The
   grant purpose is Project Lifesaver and the funds will be used to help purchase the
   following: transmitters, batteries, wristbands, and tracking equipment. Project Lifesaver
   helps Deputies locate individuals who have wandered off due to cognitive-related
   conditions.


E. Caleb Tilley, Engineering and Public Utilities Director
   1. Request Board approval of the five-year lease extension of the property located at 179
   Communications Lane, Reidsville, NC 27320 to Daymark Recovery Services, Inc., a North
   Carolina non-profit corporation providing outpatient behavioral and mental health services
   to the County.

   2. Request approval from the Board to accept the design-build criteria and design-build
   delivery method for the Department of Health and Human Services and Renovation of
   Existing Governmental Facility Project.

     Request approval of appointment for Barry Dodson to the Rockingham Community College
     Board of Trustees. His expiration date will be 7/10/2027.


G. Shameka McCain, Workforce and Economic Development Board Relations Supervisor
   Request approval for appointment for Terri Cusin, HR and Safety Director for Beta Fueling
   Systems and Sheryl Stevens, Center Manager, to the Piedmont Triad Regional Workforce
   Development Board. Their term expiration is June 30, 2029.


H. Jason Byrd, Soil and Water Conservationist
   Request approval of the reappointment of Mark Apple and Bobby Baker to the Agricultural
   Advisory Board. Their terms will expire July 19, 2029.


I.   Susan Washburn, Clerk to the Board
     Request approval for meeting minutes for Commissioners Special meeting for June 22,
     2026 and for Recessed meeting minutes for May 29, 2026.


J.   Lance Metzler, County Manager
     Request to amend the FY 2026-2027 Budget Ordinance with updated salaries for the
     Register of Deeds and Sheriff. The updated salaries include COLA and Board
     adjustments for fiscal years 2024-2025 and 2025-2026.


K. Stephanie Kingston, Director of Human Resources
   Request approval per the evaluation conducted on June 15, 2026, to approve a 3% salary
   increase for the Clerk to the Board. This will have an effective date of June 15, 2026.


L. Todd Hurst, Tax Administrator
   Request the approval of Tax Collection and Reconciliation reports for June including
   refunds for June 15, 2026 thru July 7, 2026.


M. Mandy McGhee, Director of Financial Services
   1. Request approval of the grant awarded Public Health for Community Care of NC in the
   amount of $17,771 from Bringing Home Innovation Funding. The purpose of this grant is
   to assist practices in identifying and executing plans to build and support an enhanced
   community-based health care delivery systems to improve the health and quality of life for
   all North Carolinians. The Rockingham County Public Health Department plans to use
   funds to cover Athena Health EHR which allows providers to update medical records,
   provide referrals to specialist, monitors medications and visits to other practices to better
   coordinate care, allows patients to view medical records/lab results, schedule
   appointments, and more in the portal.

   2. Request approval to appropriate $10,000 grant award from the American Library
   Association for the Libraries Transforming Communities Grant. Grant funds will be used to
   renovate the bathrooms at Reidsville LIbrary.



N. Justin Thacker, Deputy Finance Director
   1. Request consideration for approval to appropriate Fire District restricted fund balance to
   the following departments:
   * $81,700 to Ruffin Fire Department.

   2. Request approval to amend to FY 26-27 Tourism Development Authority budget
             $70,986 for new software subscription ITI Digital that meets the criteria of a recently
             implemented governmental accounting standard requiring certain software subscriptions to
             be capitalized as a Right to Use intangible asset and the corresponding liability to be
             reported.
             3. Request approval to use $178,000 of General Fund Balance to cover the one-time
             funding requested items for Rockingham County Schools that was approved on the June 1,
             3036 meeting. The schools requested $103,000 for salary bans for administrator positions
             within Central Office and $75,000 for capital to purchase laptops for CTE Innovative High
             School.


O. Rhonda Hooker, Library Director
           Request approval of the reappointment of Vanessa Barham to the Library Board of
           Trustees. Her term will expire July 19, 2029.


P.  Gene Kelley, Director of Operations, Rockingham County Schools
             Request approval of Rockingham County Schools Long Range Plan.

           Development
           Request consideration for approval of an economic development incentive grant to Project
           Weight pursuant to performance agreement, the County would provide the company an
           annual grant up to forty percent of the ad valorem personal property taxes paid on eligible
           net new taxable investments for a period of up to five years following the project
           parameters.
