A. Clyde Albright, County Attorney
1. Request approval of the Resolution in support of the proposed installation by the NC
Department of Transportation of a traffic signal on NC 14 at SR 1974 (Town Creek Road)
to enhance safety of the traveling public.
2. Request approval to adopt a Resolution of concurrence for abandonment of 0.1 mile of
SR 2538 (Dyer Place Road) Reidsville Township.
3. Request approval of a Resolution to concur with a request by the North Carolina
Department of Transportation, Division of Highways for partial abandonment from the State
Maintained Secondary Road System, 0.20 miles of SR 2625 (OL Road) Williamsburg
Township.
4. Request approval of the Resolution in support of the proposed project of Mill 2" and fill
with S9.5C surface course on US 311/NC 770 (Harrington Hwy) intersection at the
intersection NC 87/SR 2282 (Old NC 87/Hamilton St.). This area has severe rutting.
5. Request approval of the Resolution in support of the proposed project of relining 27
crossline pipes on various roads in Rockingham County. Road list and map from NCDOT
attached.
6. Request approval to finalize the sale of real property owned by Rockingham County,
located at 164 Tyre Dodson Road, Wentworth, NC (Parcel #135378). A Legal Notice,
entitled "Sale of County Property by Private Sale" was published one time on July 8, 2026,
pursuant to N.C.G.S. 160A-267-Private Sale.
B. Jonathan Wise, Chairman, Airport Authority Advisory Board
Request approval of reappointment of Elizabeth Jorsey and Timothy Wyatt. Their terms
will end July 19, 2029.
C. Amanda Crumpler, Purchasing Agent
Request consideration of adoption of Resolution declaring the 1989 Ford Truck as surplus
and reallocated to Ron Farris, 1122 NC Highway 65, Reidsville, NC 27320.
D. Captain Jennifer Brown
1. Request approval to increase Revenue in Fund Balance Appropriated budget line
$400.00 and increase Expenditures $400.00 in 110-4310-425-7011 for Sheriff's Office K9
Program (Project Code SHK9DN) reference donations received to be used for the K9
Program per donor's designation. The donations were received February 2026-June 2026.
2. Request approval to increase Sheriff's Office budget $3,068.00 for the North Carolina
Community Foundation Grant (2026 Rockingham County Community Foundation). The
grant purpose is Project Lifesaver and the funds will be used to help purchase the
following: transmitters, batteries, wristbands, and tracking equipment. Project Lifesaver
helps Deputies locate individuals who have wandered off due to cognitive-related
conditions.
E. Caleb Tilley, Engineering and Public Utilities Director
1. Request Board approval of the five-year lease extension of the property located at 179
Communications Lane, Reidsville, NC 27320 to Daymark Recovery Services, Inc., a North
Carolina non-profit corporation providing outpatient behavioral and mental health services
to the County.
2. Request approval from the Board to accept the design-build criteria and design-build
delivery method for the Department of Health and Human Services and Renovation of
Existing Governmental Facility Project.
F. Board of Commissioners
Request approval of appointment for Barry Dodson to the Rockingham Community College
Board of Trustees. His expiration date will be 7/10/2027.
G. Shameka McCain, Workforce and Economic Development Board Relations Supervisor
Request approval for appointment for Terri Cusin, HR and Safety Director for Beta Fueling
Systems and Sheryl Stevens, Center Manager, to the Piedmont Triad Regional Workforce
Development Board. Their term expiration is June 30, 2029.
H. Jason Byrd, Soil and Water Conservationist
Request approval of the reappointment of Mark Apple and Bobby Baker to the Agricultural
Advisory Board. Their terms will expire July 19, 2029.
I. Susan Washburn, Clerk to the Board
Request approval for meeting minutes for Commissioners Special meeting for June 22,
2026 and for Recessed meeting minutes for May 29, 2026.
J. Lance Metzler, County Manager
Request to amend the FY 2026-2027 Budget Ordinance with updated salaries for the
Register of Deeds and Sheriff. The updated salaries include COLA and Board
adjustments for fiscal years 2024-2025 and 2025-2026.
K. Stephanie Kingston, Director of Human Resources
Request approval per the evaluation conducted on June 15, 2026, to approve a 3% salary
increase for the Clerk to the Board. This will have an effective date of June 15, 2026.
L. Todd Hurst, Tax Administrator
Request the approval of Tax Collection and Reconciliation reports for June including
refunds for June 15, 2026 thru July 7, 2026.
M. Mandy McGhee, Director of Financial Services
1. Request approval of the grant awarded Public Health for Community Care of NC in the
amount of $17,771 from Bringing Home Innovation Funding. The purpose of this grant is
to assist practices in identifying and executing plans to build and support an enhanced
community-based health care delivery systems to improve the health and quality of life for
all North Carolinians. The Rockingham County Public Health Department plans to use
funds to cover Athena Health EHR which allows providers to update medical records,
provide referrals to specialist, monitors medications and visits to other practices to better
coordinate care, allows patients to view medical records/lab results, schedule
appointments, and more in the portal.
2. Request approval to appropriate $10,000 grant award from the American Library
Association for the Libraries Transforming Communities Grant. Grant funds will be used to
renovate the bathrooms at Reidsville LIbrary.
N. Justin Thacker, Deputy Finance Director
1. Request consideration for approval to appropriate Fire District restricted fund balance to
the following departments:
* $81,700 to Ruffin Fire Department.
2. Request approval to amend to FY 26-27 Tourism Development Authority budget
$70,986 for new software subscription ITI Digital that meets the criteria of a recently
implemented governmental accounting standard requiring certain software subscriptions to
be capitalized as a Right to Use intangible asset and the corresponding liability to be
reported.
3. Request approval to use $178,000 of General Fund Balance to cover the one-time
funding requested items for Rockingham County Schools that was approved on the June 1,
3036 meeting. The schools requested $103,000 for salary bans for administrator positions
within Central Office and $75,000 for capital to purchase laptops for CTE Innovative High
School.
O. Rhonda Hooker, Library Director
Request approval of the reappointment of Vanessa Barham to the Library Board of
Trustees. Her term will expire July 19, 2029.
P. Gene Kelley, Director of Operations, Rockingham County Schools
Request approval of Rockingham County Schools Long Range Plan.

A. Leigh Cockram, Director, Rockingham County Center for Economic and Tourism
Development
Request consideration for approval of an economic development incentive grant to Project
Weight pursuant to performance agreement, the County would provide the company an
annual grant up to forty percent of the ad valorem personal property taxes paid on eligible
net new taxable investments for a period of up to five years following the project
parameters.

1. Case 2026-08: Zoning Map Amendment (Rezoning) - A request to rezone (+/-) 8.66
acre parcel of land from Residential Protected (RP) to Residential Agriculture (RA) -
Conventional Rezoning. Applicant: Charles Patterson, Tax PIN: 7956-00-87-6407 located
at 2015 Smothers Road, Wentworth Township.
