Troy Lake, born in Newcastle and raised in Rawlins, who lived for years in Dubois, is the owner of Elite Diesel, and was convicted of conspiring to violate the federal Clean Air Act for disabling EPA-mandated emissions systems on diesel trucks.
These systems are notorious for causing engine failures, slashing fuel efficiency, and burdening truckers as well as small businesses with costly repairs. Troy’s modifications weren’t about breaking the law, they were about keeping essential services and livelihoods operational while actually reducing emissions, not converting the emissions into something that isn’t tested for (such as urea instead of nitrogen oxide) successfully increasing the fuel efficiency, operational capability and dependability of the vehicles he worked on to include many municipally and government owned vehicles.

Despite these contributions, Troy was sentenced to 12 months and one day in federal prison, fined $52,500, and branded a felon for life. He’s currently held at FCI Florence, a federal prison facility, for a non-violent regulatory offense, a punishment that far outweighs his actions.
