The revelation that Andy Burnham wants to rip up the Barnett Formula so that money and resources can be taken away from Scotland and given to the English regions means by definition that he will rip up "The Vow" - the set of promises on which the 2014 independence referendum was won by the No side. The continuation of the Barnett Formula was explicitly guaranteed in "The Vow".

If Labour were hoping for early signs of a Burnham bounce in the first GB-wide opinion poll to be partly conducted after Keir Starmer's resignation, they'll be disappointed. However, for the SNP there is reasonably good news after their Aberdeen South setback.
