Predictably, Ephraim was apprehended after brandishing a long gun with a detachable magazine inside a residence hall at the University of Northern Colorado - a blatant violation of their on-campus policy. Ridiculously, Ephraim will likely be released AGAIN due to the same 'competency' loophole in the Colorado law (HB24-1034).
