President Biden will be speaking to his largest television audience of 2024 — barring national catastrophe — when he delivers the State of the Union. After the State of the Union, the next big national address to which Americans will tune in is the convention speech.

What will he say? What must he say? What policy nugget will make it into the speech? The cable news stations will go into a frenzy speculating about the speech that most people will have zero memory of one week later. It doesn’t have to be this way.
