This cycle, 3,198 grassroots resolutions came before the platform committee — submitted not by lobbyists, but by precinct chairs and county activists across 85 counties and nine topic areas, from the Preamble to Defense. This is the Republican base talking. And what they're saying reveals a party that agrees fiercely on principle but is at war over the details.

Bob breaks down the six issues dividing Texas Republicans the most:

• Property Tax — abolish it outright, or cut, cap and reform?
• Convention of States (Article V) — reaffirm the call, or rescind Plank 24?
• Local Control vs. State Preemption — empower counties and cities, or let the state preempt?
• IVF & Embryo Personhood — regulate and protect embryos, or curtail and abolish?
• Gambling, Casinos & the Lottery — legalize and capture the revenue, or prohibit it all and abolish the lottery?
• Closed vs. Open Primaries — close the Republican primary, or keep Texas open?

Plus where the grassroots are unified — election integrity, banning taxpayer-funded lobbying, "American Laws for American Courts," securing the grid against hostile nations, and vaccine choice — and Rockwall County's outsized role: 233 resolutions adopted and all submitted, now #2 in the state by volume (behind only Harris) and #1 on State Affairs.

The bottom line: consensus on principle, war over the details. The 2027 session will be decided by the six fights nobody's settled yet — and Rockwall is now a top-two voice in that argument.
