Marcel Petiot is a prime example of how incompetence, negligence and apathy can come together to create the perfect circumstance for a tragic occurrence, culminating in a lot of deaths after dozens of missed opportunities to stop this man. 

A thief, a liar, a fraudster and eventually a killer, Marcel Petiot spent most of his life operating undetected due to a comedy of errors and lack of communication. I would like to say that it couldn't happen today, but we all know better than that.
