Bihar was rocked in 1982 by the murder of a girl, Bobby, who was working  in the Bihar secretariat. The murder caught headlines after the names  of a number of ministers belonging to the then Congress government came  under scanner. The government at that time was headed by veteran  Congress leader Jagannath Mishra.

Mohan Kumar, a former  primary school teacher from Dakshina Kannada, had admitted to killing at  least 20 women between 2004 and 2009 by poisoning them with cyanide. He  also confessed to befriending them with the offer of marriage and then  stealing their jewellery after killing them.

With the Supreme Court of India upholding the death sentence verdict  pronounced by the lower court and rejecting the review petition filed by  the murder convict Shabnam and her lover Salim in connection to murder  of 7 members of a family in Uttar Pradesh's Amroha, Shabnam is set to  become the first women to be hanged to death in free India.

He may have been involved in up to 931 murders by strangulation between 1790–1840 performed with a ceremonial rumāl, a handkerchief-like cloth used by his cult as a garrote.
