We kick start 2023 and a third series of the TTPod revisiting the themes of partnerships and learning. We reflect on town planner, Ashleigh Manyara’s recent study tour and studies with the Japan International Cooperation Agency (JICA), based in the cities of Tokyo and Yokohama in Japan.
Ashleigh is a Senior Professional Officer with the City of Cape Town and has extensive experience of metropolitan-scale planning issues, policy and tools relating to growth management. She was an integral member of the City's spatial planning team that delivered the Municipal Spatial Development Framework (MSDF), approved in January 2023.
She reflects on the Action Plan Cape Town had submitted that facilitated the City of Cape Town's participation on the course with other metros from South Africa. In particular, she highlights the Spatial Costing Tool (SCOT) developed by the City to support decision-making by assessing the long-term capital and operating costs associated with infrastructure provision. We also discuss observations around culture, density and the importance of learning and knowledge sharing to strengthen our approaches and assessment of complex urban challenges.
