He addressed key topics such as environmental stewardship, The Oban Deal, The Equinor Oil Spill, Carnival Cruise Dumping, The Plastic Ban, Poaching of Marine Resources, Dumping on Exuma, Exuma Pride and Hurricane Dorian. 

On the 6th of November 2019, Mr. Cooper provided his contribution to the Disaster Recovery Authority Bill 2019. He addressed how this bill continues to add to the bureaucracy present in our country, despite the Prime Minister's promise to slash red tape. The level of inefficiency persist with this Conch Salad Bill.

On the 16th of October 2019, Mr. Cooper provided his contribution to the Disaster Preparedness and Response Bill 2019. He addressed some of the key issues our people are dealing with Post-Dorian.
