The number of opioid overdose deaths hasn’t dropped, even as the use of buprenorphine has increased, but the state plans to spend millions promoting the drug’s use over the next several years. Richmond Times-Dispatch reporters Sarah Kleiner and Katy Evans discuss their recent series examining the death of Lutalo Octave with veteran reporter John Ramsey. Lutalo, a smart, sensitive and ambitious teenager, spiraled into darkness after he graduated in 2014 from Henrico County’s Highland Springs High School and entered Virginia Commonwealth University. He was arrested after nearly burning his home to the ground. Mental health workers at Henrico County Jail diagnosed him with the beginning stages of schizophrenia. His health files note that he was suicidal, yet he was left alone in a cell with a sheet and a shelf. He hanged himself in August 2015.
