Why would engineers weaken the Polar Vortex in order to push the cold away from the arctic creating a thawing pattern that cannot be reversed? Purposefully thawing the arctic could expose the planet to deadly bacteria and viruses that have been absent for thousands of years, or diseases that we have never encountered before.
