Simply put, the government is NOT always going to be on your side.

In 1992, Coloradoans passed an amendment to our Constitution called TABOR (Taxpayer Bill of Rights).
Basically the citizens said to politicians and bureaucrats, "if you want to raise taxes, you must first ask the people."
