God goes the distance to be with his people in exile like Christ's coming and enduring the cross to restore us to a latter glory that outshines the former glories. God was exiled to the land of Philistia in Samuel's day. Again, he joins his people in Babylon. Jesus endures death itself. Yet, Isa 40:3's prophecy is a promise of God's returning with his people reuniting with them in exile to bring them home.
