בהתחלת הסליחות דשבעה עשר בתמוז אומרים "חרבו שלף האויב .. להיות עוללים ויונקים מוכנים לטבח" (ר"ל). והענין ברוחניות: שבמקום לחנך עוללים ויונקים עם תורה שהיא "חיינו ואורך ימינו", ועם מצוות עליהם נאמר "וחי בהם" – מחנכים אותם לבטלם מלימוד התורה וכו'! ומזה ההוראה שעל כאו"א לעשות כל התלוי בו בכל התוקף שיהי' "מפי עוללים ויונקים יסדת עוז" שעי"ז יפעלו "להשבית אויב ומתנקם", ועוד ברגעי גלות האחרונים יהי' "ולכל בני ישראל הי' אור במושבתם", ויקויים היעוד ד"והיו מלכים אומניך ושרותיהם מניקותיך". והמעשה הוא העיקר: על כאו"א להשקיע א"ע בזה ולפעול ביתר שאת ויתר עז, לקשר כל "עולל", מיד ברגע שנולד, עם תורת חיים, ולנצל את ימי הקיץ לענין זה. שזוהי ה"נקודה" של "מבצע חינוך" עליו דובר בתוועדויות האחרונות, ומזה באים לשאר ה"מבצעים" וכו'.

At the beginning of Selichos for 17 Tammuz we say: “The enemy unsheathed his sword against us to exterminate us, infants and suckling babies to be prepared for slaughter” (Rachmana litzlan). In the spiritual sense, this means depriving Jewish children of an education in Torah (which is “our life and the length of our days”) and mitzvos (of which it says, “and live by them”). The lesson is that everyone must do everything in his power, and with the fullest force, to “Establish strength out of the mouths of infants and nursing babies,” and thereby “put an end to enemy and avenger.” And already in these final moments of exile, “There will be light for all the Jewish people in their dwelling places,” and the promise will be fulfilled: “Kings will be your nursing fathers and their princesses your nursing mothers.” And “Action is the main thing”: Everyone must devote themselves this task of bringing every Jewish child to the Torah of Life from the moment he is born, and the summer days should be utilized for this purpose. This is the central point of Mivtza Chinuch that was discussed at recent farbrengens, and this leads to all the other mivtzoim etc.

The proper way to prepare for the Three Weeks can be inferred from the conduct of Hashem, who “brings the cure before the affliction” and who says, “All the illness.. I will not place upon you” from the outset: Because every Jew is an agent of Hashem (and therefore is like Hashem Himself), they, too, can bring about the healing for this time of year in a way that prevents the illness from happening in the first place. And the way to bring healing is set forth in the verse, “Tzion will be redeemed with justice, and her captives with righteousness” – by increasing (particularly in public and with the participation of many) in Torah study and in giving tzedakah. And since “The world stands upon three things,” we should increase in tefillah as well, and all of this should be done with joy.

Shelishi of parashas Pinchas describes how Tzelofchad’s daughters demanded of Moshe, “Give us an estate along with our father’s brothers,” and it was in their merit that the section dealing with inheritances was added to the Torah: “If a man dies and has no son, you must transfer his inheritance to his daughter….” In terms of spiritual service: The Gemara says that “A man’s way is to conquer, while a woman’s way is not to conquer.” To fulfill one’s task of “conquering” his portion of the world so that it will be conducted according to Hashem’s will, a person needs the strength of mind of a “son.” But even one who did not raise a generation of “sons” but only “daughters” is not exempt from the task of “conquering the Land.” Rather, “you must transfer his inheritance to his daughter,” which indicates that the work that was to be carried out by sons can be accomplished by daughters. And who merits such daughters? Tzelofchad – who sacrificed himself by becoming “the one who gathered wood on Shabbos” “so that he would be put to death and others would see,” thereby clarifying the law of one who desecrates Shabbos – an act of mesiras-nefesh for the sake of a Jew who desecrates Shabbos! (Although, as the Acharonim explain, he did not actually desecrate Shabbos, nevertheless, in the eyes of the witnesses and the community it appeared to be a desecration of Shabbos etc.) Therefore, he did not lose his portion in the Land, and he merited that because of his daughters the section dealing with inheritance of the Land was added to the Torah. The lesson for Jewish women in our generation is that they must recognize the great ability, responsibility, and privilege they have been given, to strengthen and spread Yiddishkeit.

On the verse (in sheini of parashas Pinchas), “…The descendants of Reuven…the family of Chanoch (משפחת החנכי)...,” Rashi explains: “Since the nations were denigrating them and saying: Why are these people tracing their lineage to their tribes? Do they think that the Egyptians did not have control over their mothers…Therefore the Holy One, blessed be He, affixed His name to them – a hei on one side and a yud on the other to say – to say: I attest to the fact that they are the sons of their fathers….” That is, Hashem Himself attests (using the first two letters of His Name) that throughout all 210 years of exile in Egypt, where they were the minority and where they were slaves, they nevertheless preserved their modesty; instead of changing their clothing and trying to imitate the Egyptians around them, they conducted themselves as Sarah, Rivkah, Rochel, and Leah had taught them. The lesson for Jewish women, especially at the beginning of the summer, is that there is an equal obligation upon every woman (just as when the Jewish people were counted, each person counted as one) not to alter their mode of dress or their conduct at all, despite being in exile etc., and this way, even before the Redemption, Hashem will attest by His Name to the proper conduct of Jewish women.

Much has already been said and published about 13 Tammuz, and “Give to a wise person and he will become wiser still” – in a way that leads to actual practice in accordance with the directives of the baal hageulah. And since a chossid is “a lamp to illuminate,” any increase in one’s own service will certainly lead to an increase in the service of those around him as well. It is worthwhile and proper to continue and expand the farbrengens of the days of liberation through 13, 14, and 15 Tammuz (which are weekdays, on which means not allowed on Shabbos may be used, forming a “threefold cord.” And even better would be for every individual to accept upon himself three things for each of the three days (three times three) because “A threefold cord is not quickly severed.” We conclude with appointing everyone as a shliach for tzedakah, which is associated with the redemption of 12 Tammuz, just as the redemption of 19 Kislev has a particular connection to tzedakah. This also relates to the beginning of parashah, where Pinchas was granted the Kehuna for himself and for his descendants after him; this is something attainable for every Jew, as the Rambam writes: “Not the tribe of Levi alone, but every person…is sanctified as holy of holies.”

It is easier to remember an event from the past in a way that is “new in your eyes” when you see a physical outcome of the event, which is why the primary time for remembering the Exodus from Egypt is on the night of Pesach, “when matzah and maror are placed before you,” and when we say “This is the bread of affliction that our forefathers ate in the land of Egypt.” The same is true of the liberation of 12 and 13 Tammuz: We now physically see generations of Jews who keep Torah and mitzvos, who are the fruits of the baal hageulah’s mesiras nefesh in that country 49 years ago, when he stood up against a powerful government and established chadorim, yeshivos, and mikvaos, etc. This gives us the ability and the energy to remember the liberation not as something that happened in the past, but as something taking place in the present. This also gives every individual the ability and energy to overcome the difficulties in deed, speech, and thought in their own life. Just as Hashem was with “our forefathers,” so He will be “with us... may He not forsake us nor abandon us,” when we do everything in our power “to walk in his ways that he showed us,” and in this way we experience his liberation today, drawing energy for the entire year.

According to its simple meaning, the verse (in revi’i of parashas Balak), “From the mountain peaks I see him, and from the hills I behold him,” refers to the Avos and Imahos. But the Avos and Imahos exist within every Jew, each of whom is called a son of Avraham, Yitzchok, and Yaakov or a daughter of Sarah, Rivkah, Rochel, and Leah (as is evident to any wise person who looks beyond the surface of things). And since a Jew is above time and place, therefore he is expected to not be affected by time and place, and to be “a people that dwells alone and is not reckoned among the nations,” to the extent that even the nations of the world bless him, as it says in parashas Balak. The lesson is as follows: One must know that even a Jew in our times, in the year 5732, is connected to the Avos and Imahos to the point that they are his strength and power. And since a Jew is inherently above nature, it is also obvious that it is utter foolishness for human beings to try and decide that these powers, which are above nature, should be granted to a gentile.

Just as a fish cannot live outside water, so too the Jewish people, by its very nature, cannot survive without prioritizing quantity over quality and without keeping Torah and mitzvos, which are “our life and the length of our days.” (As the Alter Rebbe explains, “length of our days means an individual day itself becomes “long”: A day spent only on physical activities such as eating and drinking is not a considered a “day” for a human being at all. When one conducts himself according to Torah throughout the day, that is an ordinary day. And when one learns Torah for one hour with such vitality and enthusiasm that would take someone else twenty-four hours to achieve the same thing – that is a “long day.”) And if one argues: we live in a democracy where coercion is forbidden etc. –the answer is that we are all like people on one ship. One cannot say that since he paid for his cabin he is free to drill a hole in it cabin because he paid for his ticket so he can do whatever he wants. Not only must he not drill a hole in the ship; rather, he must also “compel all the Jewish people,” in pleasant ways and peaceful ways, to keep the ship intact by keeping Torah and mitzvos, as the verse states, “If you walk in My statutes…I will grant peace in the land, etc.,” and “I will lead you upright” to greet Moshiach Tzidkeinu.

(Continued.) The fact that one witnessed this shocking incident was surely not for nothing; rather, one can and must learn from it a fundamental lesson. When someone argues: why are you interfering in my personal life and telling me to put on tefillin, to eat kosher, and the like; let me choose for himself how to conduct my life – here we see that when other countries were called upon to increase their security, they complied, without complaining about interference in their internal affairs. Similarly, a Jew should be told: you are part of the Holy Nation, and “all the Jewish people are responsible for one another.” Therefore, your “security measures” – putting on tefillin, keeping Shabbos etc. – affect not only your own life, but the lives of all Jews in the world. And if he argues: look, I didn’t keep these things until and the world survived – here we see that a lack of security actually resulted in this incident, and therefore everything possible must be done to ensure it doesn’t happen again chas v’shalom. [ואיתא במשנה בנוגע לאיסור ללון הנתלה על העץ ש"המקום מצטער [אפי'] על דמם של רשעים [כאלו] שנשפך", והגמ' מוסיפה עוד ש(גם) יהודי הזה ה"ה "תאום" של ה'! כי מה שעשה הי' נגד רצונו האמיתי ורק "יצרו אנסו"], וללא הצער הגדול במשך שבוע שלם?! אלא רואים שדוקא מאורע הנורא הזה זעזע את כולם והסיקו שיש לחזק מיד את עניני הבטחון ואמצעי השמירה בכ"מ שיהודים נוסעים דרכם, ולתבוע זאת מכל העולם. ועוד ועיקר – מכיון שהשמירה האמיתית באה מה' ש"לא ינום ולא יישן שומר ישראל", ואת השמירה צריכים בחיי היום-יום, הרי המאורע צריך לזעזע את כולם להתנהג בפועל כרצונו ית' גם בחיי היום-יום. ואם הלה טוען מדוע מדברים אתו על דברים שלא שמע עד עתה? הרי עד עתה גם לא שמע על מאורע מזעזע כזה כאשר העולם כולו מסתכל ושותק במשך שבוע שלם! והרי ראו בפועל אצל החיילים שבמצב בלתי-רגיל לא נכנסו לחשבונות מה עשו הסבא או האבא אלא עשו את רצון הנשמה!
