Since the Budget Control Act of 2011 was signed into law, Congress and the Pentagon have used emergency war spending — otherwise known as Overseas Contingency Operations (OCO) funding — to pay for enduring military requirements. Some policymakers, including newly minted Office of Management and Budget (OMB) Director Mick Mulvaney, believe this practice is mere budget gimmickry and undermines the Budget Control Act’s intent.
