This week in parliament, the Public Health and Wellbeing Amendment (Pandemic Management) Bill 2021 is going be debated in Victoria’s Legislative Council.

Though the question needs to be asked, is a State of Emergency really necessary for Victoria?

To answer that question I go through today's COVID "stats", and explore the CHO's advice to the Health Minister that appears in the 20th Report to Parliament on the State of Emergency that was tabled on 29 Oct 2021.
