In this episode, the plot revolves around Neddie Seagoon, who is drafted into the army at the outbreak of the last Great War. Seagoon, a civilian part-time dustman, tries to get discharged by proving he is mad. His hare-brained schemes all backfire, leading to a series of fantastic inventions that drastically alter the course of the war.
