Monk's strategy in dealing with mass shooters comes down to time and math. There needs to be an armed good guy that is close, who is willing to use brutal and vicious force against and active shooter.

After a late-night shooting that killed three people last Sunday, the Broad Ripple Village Association sent a letter to Mayor Hogsett asking to make Broad Ripple Avenue a "Gun Free Zone". Guy Relford after the announcement said that he had legal challenge 90% written should the city move ahead with the plan. On his radio show, Guy said that the proposal is in clear violation of the pre-emption act, and that the city has no legal authority to enforce a "Gun Free Zone" in Broad Ripple. The only possible way around the pre-emption act is the so-called "Jim Irsay exception" where private organizer of an event leases property from the city and can prohibit firearms at the event. 

The problem with this strategy is that the proposal from the Broad Ripple would not cover a particular event, the proposal is to cover any typical weekend night in the area. The association appeared to be trying to shoehorn their plan into the exemption of the pre-emption act. Guy wasn't buying into this pretense and called them on it.

Guy Relford returns to the 93.1 WIBC Studios for another edition of "The Gun Guy Show". Supporters of the 2nd Amendment know that the best way to stop a bad guy with a gun is a good guy with a gun. Guy talks about Kystie Phillips who he defended in court after she saved the life of a police officer with her gun. Despite abundant evidence that she used her gun lawfully to save the life of the officer, she was still sued by the family of the deceased. After her victory in court, Guy helped write and pass a new law that will protect those who use firearms legally from frivolous lawsuits after the fact. In the second hour, Guy talks about talks about making Broad Ripple a "Gun Free Zone" and how Broad Ripple quickly back tracked their plans.

When a caller asks Guy why he would ‘need’ an AR-15, Guy immediately explains that the Bill of Rights is not the Bill of Needs, that there is nothing in the Constitution requiring a need to exercise one’s Constitutional rights. The Supreme Court of the United States in DC vs Heller says that firearms that are ‘commonly used’ for legal purposes are protected under the 2nd Amendment. The AR-15 is the most commonly owned firearm in America and falls under that protection.

Guy begins the show talking about President Biden's commonly used argument that guns will not protect the populace against U.S. Government. "You know, I love these guys who say the Second Amendment is — you know, the tree of liberty is water with the blood of patriots. Well, if [you] want to do that, you want to work against the government, you need an F-16. You need something else than just an AR-15," says the President. Guy revisits the quote credited to Thomas Jefferson and explains what the Founding Father's were thinking when they wrote the Declaration of Independence and established our Constitution. A caller asks Guy why he 'needs' to own an AR-15. Guy explains it's a Bill of Rights, and the not a Bill of Needs.

Mayor Joe Hogsett with the City County Council have recently made new proposals regarding guns intended to keep Indianapolis residents safe. As Guy Relford explains, these proposals are to create new ordinances, not new crimes. They can only fine people for violating an ordinance, they cannot put people in jail. In addition to the absurdity of expecting to reduce gun crimes with fines, the city of Indianapolis cannot regulate firearms because it runs counter to the Indiana Firearms Preemption Act. The law restricts any political subdivision of the state's ability to create firearm restrictions of their own, with few exceptions.
