On Halloween, 1973, 9 Year Old Lisa French began trick or treating on her way to a community event. She was alone, so to be safe, she was only knocking on the doors of people that she was familiar with... a classmate, a school teacher, and Gerald Turner, who her family previously shared opposite sides of a duplex with. What Gerald Turner does to Lisa French is beyond comprehension and as a result of his atrocities, rules and regulations have been set up by the State of Wisconsin to create a safer trick or treating environment for its residents, even to this day.
