Why is the FDA putting obstacles in front of new innovations in cancer treatment?

It was back in 2007 when the U.S. government declared that IL15 agonist had the potential to cure cancer. The NIH tried and failed to create an IL15 treatment but the half-life on the molecule was too short to have any effect. Well where the government failed, Dr. Soon-Shiong has succeeded.
