The FBI Domestic Investigations and Operations Guide cause concern from civil libertarians. According to articles reported in the New York Times and Associated Press, agents can search commercial or law enforcement databases, conduct lie detector tests, search people's trash and conduct physical surveillance, sometimes without any suspicion of wrongdoing.

Under the present rules, agents must open an assessment before they may search for information about a person in a commercial or law enforcement database. Under the new rules, agents will be allowed to search such databases without opening an assessment.

When Mr. Joe Perry, a Community Youth Worker for the Hudson County Juvenile Detention Center, exercised his responsibility to report misconduct he was terminated. Mr. Perry was employed by the HudsonCountyJuvenileDetentionCenter and was working in the “In-Home Detention Program.”

The “In-Home Detention Program” is administrated by the HudsonCountyJuvenileDetentionCenter.  Mr. Perry discovered that juveniles accused of committing serious violent offenses were being admitted into the program. According to Mr. Perry, this program was not designed for violent offenders, and inclusion of violent offenders could be detrimental to the rehabilitation of other juveniles, and presented a risk to the entire community.  By way of the official chain of command, Mr. Perry reported these program violations to his supervisors.  He even notified the Director of the Hudson County Juvenile Detention Center.  Instead of correcting the problem, his supervisors used the disciplinary process to suspend and then terminate his employment.  Mr. Perry filed a law suit and a New Jersey Superior Court Jury ruled in his favor on February 17, 2011.

Just as former Newark Police Director Garry F. McCarthy is shipping off to Chicago to head that city’s police department, the Department of Justice announced it will launch an investigation into the Newark Police Department.  For decades there have been reports of serious misconduct and violations of citizens’ rights.  Recently the New Jersey ACLU has filed a 96-page petition detailing numerous systemic problems plaguing the Newark New Jersey Police Department.  Additionally, scores of police officers have filed civil suits and made official reports of police misconduct and violations of citizens’ rights.  Several officers have been terminated after they officially reported serious police misconduct to their supervisors.  Still, the outgoing police director Garry F. McCarthy has harshly criticized the ACLU petition, and the incoming Interim Police Director Samuel DeMaio has not released his disciplinary record to municipal council-members.

In 1998, Patricia Wright was convicted of murdering her husband as a result of questionable prosecution.  There was no physical evidence and no eyewitnesses to the crime.  Patricia Wright denies any involvement in the murder of her husband.  She has recently been diagnosed with forth stage breast cancer.  Even though the Parole Board and the Department of Corrections have no objection to releasing her on medical parole, she still remains behind bars.
