What you might not know is that a cycle of incidents, investigations and Band-Aid repairs has been going on for decades. Commissioner Barrett discusses the need to make decisions on if the county will bite the bullet and build a new jail at a price tag north of $1 billion and how to pay for whatever the commission decides.
