Years of unrest after the civil war, a powerful secret organization called the Legion of the Black Arrow sprang up in West whose members revolted against the law for personal gain. The Lone Ranger worked to stop the Black Arrow but soon discovered its members included the local Sheriff.

Scouts were desperately looking for the Lone Ranger, sought for by the President of the United States. A plot to overthrow the US government had been discovered and the frantic search ensued to find the man they believed could discover the secret group planning to bring trouble to the Eastern states.

St Louis was a thriving city of contrast. It was an important railroad terminus, which brought with it an important passenger. A meeting going on in an arriving train revealed that the secretary of the President of the United States had come to St Louis to address a plot to overthrow the government.

Tom Hamlin was killed in a poker match at the Golden Lady in Deadwood Gulch. Tonto has been falsely accused of throwing the knife that killed Tom. The Lone Ranger has broken Tonto out of prison and must find the real killer to clear his best friend.

The Golden Lady was the largest cafe in Deadwood Gulch. Miners were hanging out at the bar when a scream was heard. The Sheriff discovered a poker game in a private room where one of them, Tom Hamlin, was dead. He was killed by a knife but the other three players have denied killing him. Instead they turn their attention to Tonto as the murderer.

The Lone Ranger and Tonto have come to the aid of Todd Graham, a man condemned to hang for a murder he didn't commit. The men suspected of the crime have headed to Osage where a letter has been sent to the governer for a stay of execution. Todd Graham is relying on the Lone Ranger to outwit the real murderers.

At the Buffalo Gap meeting hall, young Todd Graham was found guilty of murder and sentenced to hang. The Lone Ranger and Tonto have shown up to defend Todd as they know the truth behind the murder. A stay of execution is the only thing that will save Todd but first the pony express has to deliver a letter to the governer.

The Lone Ranger had been on the track of the Hawk a year ago but lost him. No one has ever seen him. They know of a feud between two men named Brent and Toliver, but need to make a plan to identify the Hawk. They enlist the help of Miss Diana to lure the men into a trap but it does not work out as the Lone Ranger planned.

On the crest of Sunset Ridge sat the Sunset House, owned by Stanford Moore. Four men showed up in their gambling room and Stanfords daughter Diane determined one of them was The Hawk, a dangerous man with a reputation for doing unlawful business. The Lone Ranger sent a silver bullet to Miss Diane, a pledge to help protect the Sunset House.

The Lone Ranger along with Tonto and Jim Wilson had given up their pursuits of outlaws that were disrupting the work on the railroad. The Sheriff believes that Jims father Jeff was at the bottom of it but the Lone Ranger knows better. They know the real outlaw was Warner and now must prove his guilt to save Jeff Wilson.
