Philadelphia faces a daunting challenge. 41% of the city's 1.5 million residents lack regular Internet access or basic computer skills.
To battle this problem, the city formed the Freedom Rings Partnership, a coalition of grassroots organizations, government, and universities bringing Internet access, training and technology to communities citywide.
