The U.S. Department of War shocked the Canadian establishment by announcing that it was pausing participation in the 86 year old Permanent Joint Board on Defence with Canada, in spite of Canada hitting its 2% GDP NATO defence spending. Carney just appointed a new Governor General, Louise Arbour, but it didn't take long for her past controversial comments to resurface prompting major backlash and questions about her fitness to serve as Canada's Viceregal and Head of State.
