The U.S. House of Representatives approved a bill to protect banks that service state-legal marijuana businesses from being penalized by federal regulators.

The vote marks the fourth time the House has approved the Secure and Fair Enforcement (SAFE) Banking Act. Lawmakers passed it as a standalone bill in 2019 and then twice more as part of coronavirus relief legislation.

But this time around, advocates and industry stakeholders are feeling confident that the bill’s path will not end in the House. With Democrats now in control of both chambers and the White House, there are high expectations that the proposal will make its way through the Senate and onto the president’s desk.

Virginia became the first state in the South to legalize adult-use cannabis. Last week, the governor proposed amendments to the legislation to allow the personal use provisions of the law to take effect on July 1st, 2021, instead of January 1, 2024, which was originally passed by lawmakers.

This means that, starting July 1st, adult residents of Virginia can legally own up to one ounce of cannabis and grow up to four plants per household.

Virginia's estimated to generate $698 million to $1.2 billion in local economic activity within the local cannabis industry.

This year's $600 million is the 2nd highest total capital raised since Viridian began tracking the cannabis industry in 2015.

The average transaction size has also accelerated to near record levels and is the proximate cause for the upswing in total capital raises. The number of capital raise transactions, although rising slightly from the doldrums of 2020, has actually been trending downward since 2018.

The previous peak of $1.1 billion was driven by two large SPAC IPOs: Subversive ($575M) and Bespoke ($350M). Similarly, this quarters upswing was fueled by three large SPAC IPOs: Tuatara ($175M), Silver Spike II ($250M), and Choice ($150M).

Viridian tracked approximately $3.9 billion of cannabis SPAC IPOs. Several SPACs have struggled to find large enough targets to meet their qualifying transaction thresholds and have been forced to put a number of transactions together and attempt tricky simultaneous transaction closes.

Viridian expected to see smaller cannabis SPAC IPOs, however, the first quarter’s activity ran counter to that expectation, suggesting an increased confidence on the part of sponsors that listing requirements may be done sooner than the required deadline(s).

California's 28% YOY sales growth equates to over $413.7MM in total monthly sales, trending towards a record half-trillion dollar year. Nevada saw a much needed 46% jump in year-over-year sales growth, more than double the previous month.

Illinois' market may be normalizing with "only" 85% YOY sales growth, down from 343% in February. Total sales in the Windy City are still strong at $110MM last month with an average purchase of $107 per customer per visit.

California saw over 6MM customers purchase on average $67.81 versus 200k in Saskatchewan purchasing on average $44.31 per visit.

Brand concentration was the most competitive In Washington State at 27%, whereas Nevada is slightly less competitive with the top 10 brands making up 43% of the market share.

A Chicago-based marijuana cultivator and dispenser that has rapidly grown into one of the nation’s biggest pot firms is under federal investigation for possible pay-to-play violations during its push for coveted state licenses, sources said.

Investigators have been scrutinizing campaign donations and other steps Green Thumb Industries took as it sought to secure growing and distribution licenses in Illinois and several other states, sources told the Chicago Tribune.

No charges have been filed as part of the investigation and a company spokeswoman said Green Thumb Industries was not aware of any probe.

State campaign financing records show the company has donated directly to politicians in numerous other states where it holds licenses, including New Jersey, Connecticut and Maryland. State records show that during its rise, GTI’s executives and affiliates have spread cash to a number of politicians as well as a political action committee that were instrumental in the marijuana legalization effort.The company also hired a succession of lobbyists and consultants with deep ties to then-House Speaker Michael Madigan, records show.

The 2018 farm bill legalized the production of hemp as an agricultural commodity and removed it from the list of controlled substances. In October 2019, USDA released its IFR for establishing a domestic hemp production program.

This week, the USDA published the final version of the rule clarifying regulations for the production of hemp in the US.

Key provisions of the final rule include: *Negligent violation *Disposal and remediation of non-compliant plants *Testing using DEA-registered laboratories *Timing of sample collection, Sampling method *Extent of Tribal Regulatory Authority over the Territory of the Indian Tribe

The rule includes a number of improvements ranging from a longer window of time between crop testing and harvesting, to a better sampling method and a higher threshold for negligent violations.
