  • SCOTUS Blocks EPA to Control Carbon (American Issues Take One)

    EPA and Other Agencies Need Congress' OK.  The hosts for this show are Tim Apicella and Jay Fidell.  The guests are Cynthia Lee Sinclair and Winston Welch.  


    The SCOTUS ruling last week put a new restriction on the  EPA's ability to regulate carbon emissions from industry. Essentially, before the EPA can take steps to set limits of carbon pollution, Congress must pass a law to authorize the EPA with those powers. As Congress is in a state of constant gridlock, once again serious attempts to address global warming are put on hold. Further implications apply to other federal agencies that may now have to ask Congress permission to carry out its responsibilities. The panel explores this newly created dilemma and impact to the government's ability to conduct its mission.

    Two retired Air Force generals, Dan "Fig" Leaf and Howard "Dallas" Thompson, discuss what they see as a fundamental shift in nuclear thinking. They describe the emergence of a new norm in nuclear doctrine: blackmail. That approach is in stark contrast to the notion of Mutually Assured Destruction, where major powers – United States, the USSR, and China – viewed atomic attack as truly a last resort. The United States must now seriously consider its options to counter a new collective nuclear blackmail.

    Russia has implied that it could use nuclear weapons in Ukraine, and North Korea has done the same in reference to South Korea and the United States. China's words and actions regarding Taiwan and the growing partnership between Presidents Xi and Putin suggest that the PRC's stated "no-first-use" policy may be a hollow promise.
