On July 28, 1868 the 14th amendment to the constitution of the United States of America was ratified. After the Civil War ended slavery, the former Confederate states were like "Ok, they aren't slaves, BUT THEY AIN'T CITIZENS!", so the 14th amendment fixed that (legally, at least).
