Mayor Rick Hogaboam suffered what was described as a "medical emergency" while he was speaking at a public gathering in Eagle; cities hoping to access the state's insurance program are out of luck: and two very separate bills surfaced at the Statehouse Wednesday - one about drivers who speed (but don't pay the fines) and another about drivers who go to slowly (for a very good reason).
