Texas couple Vincent Browning and Shelly Lumpkin put a leash on Oliver, and headed into the town of Humble — thinking they’d “take a chance and call Petco ‘s bluff on the ‘ALL LEASHED PETS ARE WELCOME’ policy,” Oliver is a fully-trained African Watusi steer -- who makes appearances at rodeos and other events he was led through Petco’s glass doors and immediately greeted by an employee who even gave him a nice scratch between his horns.
