Perceptions of the United States as a nation of immigrants are so commonplace that its history as a nation of emigrants is forgotten. However, once the United States came into existence, its citizens immediately asserted rights to emigrate for political allegiances elsewhere. Quitting the Nation: Emigrant Rights in North America (UNC Press, 2024) recovers this unfamiliar story by braiding the histories of citizenship and the North American borderlands to explain the evolution of emigrant rights between 1750 and 1870.

Eric R. Schlereth traces the legal and political origins of emigrant rights in contests to decide who possessed them and who did not. At the same time, it follows the thousands of people that exercised emigration right citizenship by leaving the United States for settlements elsewhere in North America. Ultimately, Schlereth shows that national allegiance was often no more powerful than the freedom to cast it aside. The advent of emigrant rights had lasting implications, for it suggested that people are free to move throughout the world and to decide for themselves the nation they belong to. This claim remains urgent in the twenty-first century as limitations on personal mobility persist inside the United States and at its borders.

This interview was conducted by Hannah Nolan, a PhD Candidate at the University of Maryland, College Park. Her work focuses upon the intersection of memory, partisanship, and ethnic identity during the early republic to explore the construction of Irish and American identities in the United States.

The Tormented Alliance: American Servicemen and the Occupation of China, 1941–1949 (UNC Press, 2022) explores the wartime partnership between China and the United States from the ground up. Beginning in 1941, and especially after Pearl Harbor, both sides had high hopes for wartime cooperation against Japan. But as The Tormented Alliance shows, ‘a military alliance with the United States means a military occupation by the United States.’ This occupation was underpinned by inequalities of race, gender, nation, wealth, and power which strained relations between China and the United States during both the Second World War and the ensuing Chinese Civil War. The tens of thousands of US military personnel in China transformed themselves into a widely loathed occupation force: an aggressive, resentful, emasculating source of physical danger and compromised sovereignty. Following multiple archival trails, Fredman finds how negative on-the-ground interactions between US servicemen and all kinds of Chinese people – civilian and military – turned Sino-American cooperation into a ‘tormented alliance’ and helped unravel it from below.

This groundbreaking study is highly recommended for anyone interested in twentieth-century China, US foreign relations, and the history of war.

Despite centuries of colonialism, Indigenous peoples still occupy parts of their ancestral homelands in what is now Eastern North Carolina--a patchwork quilt of forested swamps, sandy plains, and blackwater streams that spreads across the Coastal Plain between the Fall Line and the Atlantic Ocean. In these backwaters, Lumbees and other American Indians have adapted to a radically transformed world while maintaining vibrant cultures and powerful connections to land and water. This reality is paralleled in Indigenous communities worldwide as Indigenous people continue to assert their rights to self-determination by resisting legacies of colonialism and the continued transformation of their homelands through pollution, unsustainable development, and climate change. 

In On the Swamp: Fighting for Indigenous Environmental Justice (UNC Press, 2024), environmental scientist Ryan Emanuel, a member of the Lumbee tribe, shares stories from North Carolina about Indigenous survival and resilience in the face of radical environmental changes. Addressing issues from the loss of wetlands to the arrival of gas pipelines, these stories connect the dots between historic patterns of Indigenous oppression and present-day efforts to promote environmental justice and Indigenous rights on the swamp. Emanuel's scientific insight and deeply personal connections to his home blend together in a book that is both a heartfelt and an analytical call to acknowledge and protect sacred places.

From television to travel bans, geopolitics to popular dance, The Subject of Revolution: Between Political and Popular Culture in Cuba (UNC Press, 2024) explores how knowledge about the 1959 Cuban Revolution was produced and how the Revolution in turn shaped new worldviews. Drawing on sources from over twenty archives as well as film, music, theater, and material culture, this book traces the consolidation of the Revolution over two decades in the interface between political and popular culture. 

The "subject of Revolution," it proposes, should be understood as the evolving synthesis of the imaginaries constructed by its many "subjects," including revolutionary leaders, activists, academics, and ordinary people within and beyond the island's borders. The book reopens some of the questions that have long animated debates about Cuba, from the relationship between populace and leadership to the archive and its limits, while foregrounding the construction of popular understandings. It argues that the politicization of everyday life was an inescapable effect of the revolutionary process, as well as the catalyst for new ways of knowing and being.

If you peer closely into the bookstores, salons, and diplomatic circles of the eighteenth-century Atlantic world, Médéric Louis Élie Moreau de Saint-Méry is bound to appear. As a lawyer, philosophe, and Enlightenment polymath, Moreau created and compiled an immense archive that remains a vital window into the social, political, and intellectual fault lines of the Age of Revolutions. But the gilded spines and elegant designs that decorate his archive obscure the truth: Moreau's achievements were predicated upon the work of enslaved people and free people of color. Their labor afforded him the leisure to research, think, and write. Their rich intellectual and linguistic cultures filled the pages of his most applauded works. Every beautiful book Moreau produced contains an embedded story of hidden violence.

In Encyclopédie Noire: The Making of Moreau de Saint-Méry's Intellectual World (Omohundro Institute and UNC Press, 2023), Sara Johnson's arresting investigation of race and knowledge in the revolutionary Atlantic surrounds Moreau with the African-descended people he worked so hard to erase, immersing him in a vibrant community of language innovators, forgers of kinship networks, and world travelers who strove to create their own social and political lives. Built from archival fragments, creative speculation, and audacious intellectual courage, Encyclopédie noire is a communal biography of the women and men who made Moreau’s world.

In 1972, the Bureau of Indian Affairs terminated its twenty-year-old Voluntary Relocation Program, which encouraged the mass migration of roughly 100,000 Native American people from rural to urban areas. At the time the program ended, many groups--from government leaders to Red Power activists--had already classified it as a failure, and scholars have subsequently positioned the program as evidence of America’s enduring settler-colonial project. But Douglas K. Miller, Assistant Professor of History at Oklahoma State University, argues in Indians on the Move: Native American Mobility and Urbanization in the Twentieth Century(The University of North Carolina Press, 2019), that a richer story should be told--one that recognizes Indigenous mobility in terms of its benefits and not merely its costs. In their collective refusal to accept marginality and destitution on reservations, Native Americans used the urban relocation program to take greater control of their socioeconomic circumstances. Indigenous migrants also used the financial, educational, and cultural resources they found in cities to feed new expressions of Indigenous sovereignty both off and on the reservation. The dynamic histories of everyday people at the heart of this book shed new light on the adaptability of mobile Native American communities. In the end, this is a story of shared experience across tribal lines, through which Indigenous people incorporated urban life into their ideas for Indigenous futures.

Anne Gray Fischer speaks about her path to and through research, including how sex workers informed her analysis of policing and state violence, the role of law enforcement in struggles over economic development, and the intellectual and practical factors of research design.

Men, especially Black men, often stand in as the ultimate symbol of the mass incarceration crisis in the United States. Women are treated as marginal, if not overlooked altogether, in histories of the criminal legal system. In The Streets Belong to Us: Sex, Race, and Police Power from Segregation to Gentrification (UNC Press, 2022)--a searing history of women and police in the modern United States--Anne Gray Fischer narrates how sexual policing fueled a dramatic expansion of police power. The enormous discretionary power that police officers wield to surveil, target, and arrest anyone they deem suspicious was tested, legitimized, and legalized through the policing of women's sexuality and their right to move freely through city streets.

Throughout the twentieth century, police departments achieved a stunning consolidation of urban authority through the strategic discretionary enforcement of morals laws, including disorderly conduct, vagrancy, and other prostitution-related misdemeanors. Between Prohibition in the 1920s and the rise of broken windows policing in the 1980s, police targeted white and Black women in distinct but interconnected ways. These tactics reveal the centrality of racist and sexist myths to the justification and deployment of state power. Sexual policing did not just enhance police power. It also transformed cities from segregated sites of urban vice into the gentrified sites of Black displacement and banishment we live in today. By illuminating both the racial dimension of sexual liberalism and the gender dimension of policing in Black neighborhoods, The Streets Belong to Us illustrates the decisive role that race, gender, and sexuality played in the construction of urban police regimes.

Myths about the powers held by the United States are often supported by the jurisdiction of the Supreme Court, which derives its logic from the interpretation of a document that the US itself developed. Therefore, when pressure is placed on a specific legal precedent, the shallowness of its validity is revealed. Dr. Mónica A. Jiménez accomplishes this kind of scholarly work in her recently published book Making Never-Never Land: Race and Law in the Creation of Puerto Rico (University of North Carolina Press, 2024). By tracing the legal logic of what continues to animate the colonial dynamics between the United States and Puerto Rico, Jiménez offers a “genealogy of racial exclusion in law” (36) that both folds time and space to make clear how late-19th century Supreme Court logics and opinions continue to subjugate the land and people of Puerto Rico to colonial violence.

Split into two sections, the first half of the book details the key case Downes v. Bidwell (1901), while the second half explores how the legal ramifications of Downes continued to haunt the archipelago. The first chapter focuses on the development of Downes and its outcome, which argued that territories of the United States were not allowed to access certain provisions of the U.S. Constitution. The ambiguous legal foundation for this decision was established in 1900 after Puerto Rico was acquired by the United States when the US Supreme Court established the territorial incorporation doctrine, effectively creating the legal category of “unincorporated territory." Chapter two probes the white supremacist U.S. legal landscape to offer a “genealogy of racial exclusion in law” (36) that shows the reader how U.S. settler colonialism and empire-making are dependent on the reuse and recycling of legal precedents and tactics that disenfranchised and dispossessed racially marginalized communities. By excavating the legal opinions handed down during the Marshal Trilolgy and Dred Scott v. Sandford – a collection of Supreme Court cases that defined 19th-century legal policy for Native Americans and African Americans, respectively – Jiménez makes clear that “It is not a coincidence that the most shameful cases in the United States’ legal history of race should serve as direct precedents to a decision that continues to serve as the basis for Puerto Rico’s exclusion more than one hundred years after it was handed down” (9).

Today, the mention of Patagonia and Tierra del Fuego conjures images of idyllic landscapes untouched by globalisation. Creatures of Fashion: Animals, Global Markets, and the Transformation of Patagonia (University of North Carolina Press, 2024) by Dr. John Soluri upends this, revealing how the exploitation of animals—terrestrial and marine, domesticated and wild, living and dead—was central to the region's transformation from Indigenous lands into the national territories of Argentina and Chile. Drawing on evidence from archives and digital repositories, Dr, Soluri traces the circulation of furs and fibers to explore how the power of fashion stretched far beyond Europe’s houses of haute couture to entangle the fates of Indigenous hunters, migrant workers, and textile manufacturers with those of fur seals, guanacos, and sheep at the "end of the world."

From the nineteenth-century rise of commercial hunting to twentieth-century sheep ranching to contemporary conservation-based tourism, Dr, Soluri's narrative explains how struggles for control over the production of commodities and the reproduction of animals drove the social and environmental changes that tied Patagonia to global markets, empires, and wildlife conservation movements. By exposing seams in national territories and global markets knit together by force, this book provides perspectives and analyses vital for understanding contemporary conflicts over mass consumption, the conservation of biodiversity, and struggles for environmental justice in Patagonia and beyond.

This interview was conducted by Dr. Miranda Melcher whose new book focuses on post-conflict military integration, understanding treaty negotiation and implementation in civil war contexts, with qualitative analysis of the Angolan and Mozambican civil wars.

In recent years, dozens of counties in North Carolina have partnered with federal law enforcement in the criminalization of immigration--what many have dubbed "crimmigration." Southern border enforcement still monopolizes the national immigration debate, but immigration enforcement has become common within the United States as well. While Immigration and Customs Enforcement (ICE) operations are a major part of American immigration enforcement, Felicia Arriaga maintains that ICE relies on an already well-established system--the use of local law enforcement and local governments to identify, incarcerate, and deport undocumented immigrants.

In Behind Crimmigration: ICE, Law Enforcement, and Resistance in America (UNC Press, 2023), Arriaga contends that the long-term partnership between local sheriffs and immigration law enforcement in places like North Carolina has created a form of racialized social control of the Latinx community. Arriaga uses data from five county sheriff's offices and their governing bodies to trace the creation and subsequent normalization of ICE and local law enforcement partnerships. Arriaga argues that the methods used by these partnerships to control immigration are employed throughout the United States, but they have been particularly visible in North Carolina, where the Latinx population increased by 111 percent between 2000 and 2010. Arriaga's evidence also reveals how Latinx communities are resisting and adapting to these systems.
