The World Health Organisation says HIV patients should be given anti-retroviral drugs soon after diagnosis instead of waiting for their immune cell counts to fall below a certain threshold. The organisation says clinical trials have confirmed that early drug use extends the lives of those living with the virus. On the back of recent job losses and tough economic times, the National Credit Regulator (NCR) has issued a report that shows that South African consumers owed financial institutions 1.63-trillion rand in the second quarter. The report also shows that the number of consumers with impaired credit records increased by 124-thousand to 10.5-million in the second quarter. National Police Commissioner, Riah Phiyega, has attributed the slow rate of promotion in the police service to trade union Solidarity. Solidarity has served interdicts on the police to freeze posts, and accuses the SAPS of sidelining its members because of their skin colour. Phiyega announced in Pretoria that 14-thousand constables and sergeants have been promoted. Seven thousand of them effective from October. Seven-thousand more constables and sergeants who would have spent 11 years in the service, will be promoted in the next financial year. Phumzile Mlangeni reports

National Police Commissioner Riah Phiyega says more than 60-percent of murders that occur in the country happen during weekends. Phiyega and Police Minister Nathi Nhleko were briefing Parliament's Police Committee during the release of the annual crime figures for the 2014/2015 financial year. 83-percent of the population reported serious crime for that period. Government is ready to talk out of court settlements with the Marikana miners. President Jacob Zuma says they are considering initiating an alternative dispute resolution process to expedite the processing of all claims arising from the 2012 tragedy. This comes after the Arrested and wounded miners as well as the widows of the deceased miners launched a billion rand civil claim suit against government last month.
