Recent episodes have focused on the rights and responsibilities of citizenship.
2. CitizenshipWorks Prep Tools App https://www.citizenshipworks.org/ Besides the Civics quiz, CitizenshipWorks recently upgraded their app to help people find free or low-cost legal assistance. This app is also available in English, Spanish, Chinese, and Korean.
3. Countable: Contact your Reps, Influence Congress, Vote on Bills https://www.countable.us/ The Countable app helps you make your voice heard by using email and social media to contact your US representatives. Set up alerts and act on issues of personal importance such as immigration, DACA, H4EAD, and gun control.
4. Fisher-Hill: U.S. Citizenship for Spanish Speakers https://www.fisher-hill.com/product-category/u-s-citizenship-for-the-spanish-speaker-series/ Fisher Hill publishes a series of workbooks for Spanish-speaking teens and adults acquire English and Civics literacy skills. They have two new bilingual Citizenship paper back workbooks about how to prepare for the Naturalization Test.
5. Get Epic: US Citizenship Collection https://www.getepic.com/collection/292356/us-citizenship Get Epic! is the Leading Digital Library for Kids 12 & Under. Educators can create online classes and assign books and resources so that parents and children can read together in preparation for the US Citizenship interview. 6. Informed Immigrant: Know Your Rights Guides https://www.informedimmigrant.com/ Informed Immigrant connects the undocumented immigrant community and service providers with the information and resources they need to become empowered in our current political environment. check out their updated website and awesome collection of immigrant rights guides.
7. New Readers Press: Holding the Bag by Ana Gianola https://www.newreaderspress.com/search-results?search_term=holding+the+bag Many teachers and students use New Readers Press Citizenship textbook series by Lynn Weintraub, but are you familar with High-Beginning Level ESL novel: HOLDING THE BAG by Ana Gianola? Negasi is a taxi driver from Ethiopia, who has been in the Washington D.C. for many years and has a family. He accidentally becomes involved in a robbery and faces a moral issue. Negasi's story offers many opportunities to discuss the N-400 Application for Naturalization and the Civics Questions. The paperback edition includes vocabulary exercise whereas the ebook contains the text only. Students can also download the free mp3s and listen at home.
8. USALearns Citizenship https://www.usalearns.org/ USA Learns has a FREE online Citizenship course to help you prepare for your naturalization interview. Teachers can create their own classes and keep track of their students' process. The course has four units: Unit 1: Steps to Becoming a U.S. Citizen Unit 2: N-400 Interview Practice Unit 3: Civics, Reading and Writing Practice Unit 4: Your Interview and New Citizenship
9. USCIS: Submit your N-400 online! https://www.uscis.gov/ Applicants can file Form N-400, Application for Naturalization online through their USCIS online account. When they use the interactive Form N-400, applicants will see questions, alerts, and notifications specific to the answers they provide while completing the form. Applicants will also see prompts and reminders to upload required evidence. This means each person follows a personalized path for completing the form based on the information that they provide. At this time, applicants must submit a paper Form N-400 if they are requesting a fee waiver or reduced fee.

More about "Holding the Bag"
From July 5-July 21, 2017, I taught a combined ESL 2 and 3 class at Milpitas Adult School. We took this opportunity to study ESL/Citizenship and read "Holding the Bag," an ESL novel set in Washington DC that had many opportunities to study for the Citizenship interview. During our class, I posted daily audio files, videos, and online Citizenship activities related to each chapter of the book. After the class ended, we continued to post EdPuzzles of the VOA Learning English Presidents videos to our class website, MilpitasChat.com.
Since this three-week summer school class ended, I am proud to announce that four students have since U.S. citizens--students who would normally not qualify for Citizenship class because of their low literacy level. Why did they pass? Because they had a goal: to become a U.S. citizen. To achieve their goal, they continued to study Citizenship and practice speaking English a little bit every day, inside and outside of the classroom.

How to contact Your Federal Reps in Washington DC
Before we end the show, I would like to give you a heads up about the upcoming congression budget which is centered around DACA and US immigration policy.
DACA is Deferred Action for Childhood Arrivals. This is an American immigration policy that allows some individuals who entered the country as minors, to live, work, and go to school in the United States with out fear of deportation.
Last September, the Trump administration tried to end the DACA program. In January 2018, a federal judge said that USCIS must continue to renew DACA applications. On Jan 19, the US government shutdown for two days over a stalemate on DACA. At that time, Congress voted to defer a decison about DACA for three weeks. The deadline is coming up this week, on Feb 15. congress has still been unable to make a decision about DACA.
Although a government shutdown does not affect USCIS citizenship services, take this is your opportunity to make your voice heard. Contact your federal representatives by phone or email via Senate.gov or House.gov.

This week, I am joined by my fellow citizenship teacher, Miguel Flores from Cutler-Orosi Adult School. We finally met in person at the CASAS EL Civics Conference in Ceres. Between workshop sessions we sat down and did a quick practice interview based on the Mix-and-Match Citizenship Interview Series B Practice 2 paired with a multiple choice civics quiz on USCIS 1-12 questions.

A quick work about CASAS and OTAN.
CASAS is a nonprofit organization that provides assessments of basic skills for youth and adults to target instruction.
The English Literacy and Civics (EL Civics) is funded under the The Workforce Innovation and Opportunity Act (WIOA), Adult Education and Family Literacy Act (AEFLA). The purpose of the EL Civics program is to support projects that demonstrate effective practices in providing, and increasing access to, English Literacy programs linked to civics education.
Congress has reserved this funding for "integrated English literacy and civics education services to immigrants and other limited English proficient populations." According to Congress, to effectively participate in education, work, and civic opportunities in this country, immigrants and other limited English proficient persons must not only master English, but be able to understand and navigate governmental, educational, workplace systems and key institutions, such as banking and health care.
To that end, CASAS hosts EL Civics Conference, in Northern, Central, and southern California so that teachers can share best practices as related to their EL Civics programs.

On a much more personal note: Working in Silicon Valley IT departments for over 20 years well prepared me to work with immigrants with varying degres of English fluency, but did not prepare me to use tech in the adult education classroom. In this episode, we talk about USCIS, the Government shutdown,and how to contact your federal government representatives.
The Government Shutdown does not affect Citizenship services.
The USCIS will continue to process USCIS Form N-400 Applications for Naturalization and interview applicants for U.S. Citizenship.
However, several USCIS programs will either expire or suspend operations, or be otherwise affected, until they receive appropriated funds or are reauthorized by Congress. These include:
1. EB-5 Immigrant Investor Regional Center Program. The EB-5 visa allows eligible Immigrant Investors to become lawful permanent residents by investing at least $1,000,000 to finance a business in the United States that will employ at least 10 American workers
2. E-Verify. This free internet-based system allows businesses to check the eligibility of their employees to work in the United States.
3. Conrad 30 J-1 doctors. This program allows J-1 doctors to apply for a waiver of the two-year residence requirement after completing the J-1 exchange visitor program.
4. Religious workers. This special immigrant category allows non-minister religious workers to immigrate or adjust status in the United States.

The government shutdown occured in part because the Democrats are demanding a congressional vote on an immigration reform package which includes path towards citizenship for DACA recipients. In response, the Republicans are demanding more money for national security which includes a wall along the US-Mexico border.
The Democrats and Republicans are still meeting about the budget which will include funding for CHIP--The Children's Health Insurance Program and disaster relief for areas such as Puerto Rico. Please watch the news for updates.

Recently I have received several questions about the new N-400 Online application and fee waivers.
Question: Can I apply for citizenship online (N-400) with fee waiver (I-912) or fee reduction (I-942)?
Answer: At this time, you cannot apply for citizenship online if you are using with fee waiver (I-912) or fee reduction (I-942) form.
If you want to apply for citizenship (N-400) with fee waiver (I-912) or fee reduction (I-942) form, you must download these forms from USCIS.gov and mail these forms together to USCIS.
USCIS has advice about how to find low-cost legal services. Check the show notes for links for the forms and legal services.
However, the question about fee waivers reminded me about an interview that I did last year with Citizenship Teacher, Kathy Martin from Beaumont Adult School. Applicants can file Form N-400, Application for Naturalization online through their USCIS online account. By using the online account, applicants will be able to:
Update personal information online.
Answer optional questions in the Naturalization Eligibility Tool to help determine their eligibility for naturalization.
Create, edit, save, or delete a draft application.
Upload evidence.
Pay any fees and submit the application.
View real-time case information and the history of their interactions with USCIS.
Securely and directly communicate with USCIS about their case. Currently, individuals can create a unique, online account and file their Form N-400 online, with only three exceptions.
At this time, applicants must submit a paper Form N-400 if:
They are applying for citizenship based on having served in the U.S armed forces or based on their current service.
They want to apply from outside of the United States, or,
They are requesting a fee waiver or reduced fee.
USCIS is also introducing an online naturalization eligibility tool that helps intending applicants determine if they may be eligible to apply for naturalization. This optional tool provides information about the most common eligibility requirements for naturalization.
We encourage you to file your Form N-400, Application for Naturalization online.
