Senator Jeff Flake voted to move the nomination to the full Senate. He met with Democrats just before the vote and agreed with them to recommend a week delay before that full Senate vote to have an FBI investigation. Lindsey Graham said that whether the Senate would delay the vote by a week was not up to the Judiciary Committee but is up to the Senate leadership, but if Senator Flake wants to make his vote contingent upon such a delay, there may not be enough votes for Kavanaugh's confirmation.
