Just days after a group of masked neo-Nazis marched through the streets of Melbourne, the Victorian government is reportedly looking to scale back a set of anti-protest laws, including banning face coverings at protests.

But following concerns from human rights groups and unions about the limitations the laws could place on the right to protest, could legislation be watered down before it's even introduced?
