  • Advocates: Good ocean conditions not enough to recover salmon

    (Washington News Service) - Recent data on ocean conditions could be good news for struggling salmon in the Northwest. But advocates for the species warn this isn't enough to stop their alarming slide.

    The National Oceanic and Atmospheric Administration is expecting ocean waters to remain cold and more food abundant for the fish along the West Coast. However Miles Johnson, senior attorney with Columbia Riverkeeper, noted this doesn't necessarily mean better conditions for a crucial part of their lives - in the rivers where salmon spawn.


    "It's good to be in a good cycle," said Johnson. "But what this is is an opportunity to fix the problems that we have in the freshwater and jumpstart some kind of recovery. It's not going to get us out of the hole that we're in."

    Climate change is another factor. A recent study from Columbia University's Earth Institute shows land temperatures are increasing 2.5 times faster than ocean temperatures, meaning wildlife in land and river systems are more vulnerable to the warming climate.

    Johnson said the biggest impediments for endangered salmon species are the four dams on the lower Snake River. He said the dams turn the river into dangerously hot lakes for the migrating fish, and the quickest and most effective way to remedy this is by breaching them.

    "This is not anything that we've arrived at quickly or rashly," said Johnson. "This is the conclusion that most of the scientific community has come to after trying basically everything else. It's just clear that Snake River fish aren't going to recover with those four dams in place."

    Opponents of dam removal say they provide irrigation, renewable energy and transportation to the region.

    Johnson said the ocean will go through cycles of good and bad years for salmon and that we should act to save them from extinction while conditions are favorable.

    "And they will recover if we give them half a chance," said Johnson. "We've seen it over and over again in different contexts."

  • School meal access back in spotlight following latest COVID disruption

    (Minnesota News Connection) - January saw some Minnesota schools move back to distance learning because of COVID-19 cases. Families struggling to find their kids meals in these scenarios are urged to use available aid, while policymakers face pressure to remove food barriers beyond the crisis.


    States like Minnesota opted to carry out an extra form of federal relief for when schools shift to remote learning. Households can receive Pandemic Electronic Benefit Transfer cards, which are loaded with a certain amount of money for each day a child is forced to stay home.

    Bukata Hayes - vice president of racial and health equity for Blue Cross Blue Shield of Minnesota - said even when it's just temporary, lack of access has a big impact.

    "The notion that students who are hungry prior to engaging in learning see, if you will, diminished academic outcomes compared to those who have access to nutritional meals," said Hayes.

    The federal government is still providing free meals to all students when they're in school. But that expanded program expires this summer, renewing calls for permanent universal free meals.

    Some states have either adopted such plans or are debating them, and there's legislation in the U.S. Senate. Opponents generally cite cost concerns and worry it will reach some who don't need it, but supporters say it removes stigma while reducing administrative burdens.

    Hayes said most importantly it helps to address long-standing health inequities in states like Minnesota, while ensuring a level of certainty for kids in families dealing with multiple struggles.

    "If I do know that at 8:00 the next morning, or 7:30 the next morning and 11:30 the next day that I do have that," said Hayes, "that removes one anxiety. "

    And Hayes said meals will be there when other households suddenly lose their income. He pointed to children who lost a caregiver to COVID-19.

    "Then all of a sudden that particular student who, prior to that, was able to pay and family was able to provide and didn't need to worry about it," said Hayes, "now that student and that family - they need access."

  • Lawmakers call for coordinated effort to fix affordable-housing crisis

    Nebraska is not immune to decades of disinvestment in affordable housing, and a new measure making its way through the Legislature would create a single state housing agency, in part to address what has become a crisis for Nebraska's lowest-income workers.


    Sen. Justin Wayne, D-Omaha, who introduced Legislative Bill 1073, said the current piecemeal approach to housing is not working, and believes a single agency can create a unified strategy for fixing a problem felt by people in all parts of the state.

    "Affordable housing and housing in general is the number one issue facing Nebraska," Wayne asserted. "When you talk about workforce development, people have to have somewhere to live. So you have areas like Columbus, you have areas like Ogallala, and north and south Omaha who are all looking for housing, and there's nowhere for them to go."

    Even before the public health emergency exacerbated housing insecurity, working Nebraskans struggled. According to 2019 data, just 44 affordable-housing units were available for every 100 of the state's 55,000 low-income workers. The bill has not yet been assigned to a committee.

    Wayne contended creating a Department of Housing and Urban Development would help streamline government by coordinating state efforts already under way, but currently operating in silos.

    "Right now housing is in four different departments, and so we are trying to combine it in one department and make it more efficient," Wayne explained. "Rather than having to go to four different people to try to get something done on affordable housing, it makes more sense to go to one department and get things done."

    As Nebraskans lost jobs through no fault of their own during COVID and struggled to pay rent and avoid evictions, state officials left $120 million in federal support meant for rent and other housing relief on the table by failing to turn in an application.

    Wayne emphasized a new single-minded agency will make it easier for officials to keep their eye on the ball.

    "It would also benefit not just the renter, but the landlord who is maybe not getting their rent because of COVID," Wayne pointed out. "We just don't have anybody in charge or anybody overseeing this process. So this is what this agency would also allow us to do: go after more federal dollars."
