January 17, 2022 Ohio mayors call for federal voting reform
(Ohio News Connection) - Dozens of mayors from around the country, including several from Ohio, are calling on the U.S. Senate to protect the right to vote and the integrity of elections.

Joe Begeny, mayor of Reynoldsburg, is among more than one hundred mayors who signed a letter in support of the John Lewis Voting Rights Advancement Act and the Freedom to Vote Act.

He said it is all about ensuring fair representation, noting he has heard from residents who are concerned about policies that could alter election outcomes.

"Your local leaders have more interactions with the public than typically your average senator does," Begeny contended. "This isn't just a Washington inside-the-Beltway conversation about voting rights. This is actually something that affects every community all the way from the largest of the large cities to the smallest of the small."

The two bills would create standards for voting access in federal elections, including mandating early voting, creating an Election Day holiday, and setting uniform vote-counting rules. Sen. Rob Portman, R-Ohio and other opponents argued the measures are an attempt to federalize elections, but supporters including Sen. Sherrod Brown, D-Ohio, countered they are needed to counteract restrictive voting laws passed in more than a dozen states.

On Tuesday, President Joe Biden gave an impassioned speech about the need for election reform, and supported calls by Democrats to change the filibuster in order to make it happen. Instead of getting caught up in the politics of chamber rules, Begeny believes senators should allow the bills to go to the floor where they can be debated on their merits.

"If senators do feel that this is an overburden on federal authority, then let them say so on the record and make their vote clear about where they stand on people's abilities to vote in the states that they represent," Begeny urged.

January 17, 2022 Human trafficking happens in our backyard
(Ohio News Connection) - Modern-day slavery exists in the form of human trafficking, and Ohio is among the top states with high rates of the crime.

Traffickers use force or fraud to compel both children and adults to provide commercial labor or sexual services.

Rosa Beltre, president and CEO of the Ohio Alliance to End Sexual Violence, explained five major highways with easy access to Canada and the Midwest position Ohio as a hub for human trafficking. She noted the state is also vulnerable because it has both large urban centers and rural areas, as well as a large immigrant population.

"It does happen in our backyard," Beltre emphasized. "We can all help by being in-tune, looking at the signs of physical abuse, of fear. They can also only be empathetic, and just being intentional about being catalysts of change."

Beltre works with the Ohio Human Trafficking Task Force, a collaboration of 14 state agencies working to prevent exploitation, support survivors and ensure offenders are brought to justice.

Today is National Human Trafficking Awareness Day, and Beltre encouraged Ohioans to wear blue to support the cause.

According to the Ohio Attorney General's Office, in 2020 there were 148 total potential victims of sex trafficking and 94 potential traffickers. Beltre stressed it is a myth all cases involve kidnapping or physical force, since many offenders use psychological manipulation to trick or groom the victim.

"It is not always the white van that is circling around the neighborhood that is abducting people from their homes," Beltre pointed out. "Sometimes we are so focused on the wrong things that we miss the things that are real and are occurring."

Human trafficking is not only prominent among women and young girls, but there is evidence LGBTQ+ individuals and people of color are more likely to be targeted.

Beltre added bystander intervention is important, and encouraged people to report suspected human trafficking by texting 233733 or by calling the National Human Trafficking Hotline at 1-888-373-7888.

January 17, 2022 Surprise medical bill? There's an Ohio law for that

(Ohio News Connection) - Ohio patients have new protections to help prevent the sticker shock of surprise medical bills.

In a recent poll, nearly one in three privately insured Ohio adults said they have received an unexpected bill for health-care services. Typically, it's for treatment they got from an out-of-network provider not of their choice - such as a consulting physician or radiologist during a hospital visit.

Carrie Haughawout, deputy director of the Ohio Department of Insurance, said consumers have been on the hook for those charges, until now.

"The goal is to take the patient out of the middle of this, period," she said, "and so the bill kind of puts the responsibility on negotiating appropriate reimbursement strictly between the provider and the health plan."

The Ohio Department of Insurance developed the framework for the law and is tasked with enforcing it. Meanwhile, a federal No Surprises Act took effect Jan. 1 and includes additional patient protections beyond the new Ohio law.

Haughawout sai it's important that people understand what services are covered by their health insurance provider, and to reach out to the provider if they have questions about a bill.

"The normal things that consumers are used to paying when they go see a doctor - co-pays, potentially co-insurance, deductibles - those things still need to be paid by the consumer," she said. "It's these surprise situations where those bills won't be sent."

She added that the department is available to help people, and can assist with policy disputes. In polling, about one in five Ohioans expressed little confidence in their ability to dispute a medical bill.

Nicole Bialko of Columbus is among the one-in-six women who've experienced stalking. And she's sharing her story to encourage other victims to stand up to stalking.

When a relationship that started online turned emotionally toxic, Bialko tried to end it. She said her former boyfriend started harassing and following her, even entering her apartment when she was out of town.

Despite her efforts to ignore him, including blocking hundreds of email addresses and phone numbers, he persisted. So Bialko contacted authorities.

"Trust your instincts, never excuse a red flag," said Bialko. "And if you find yourself making excuses for this individual, feeling unsettled, feeling isolated, maybe what you could do you're not doing anymore, things you enjoyed - there's a problem."

Bialko said she hopes to help other abuse victims free themselves from the fear of stalking. Her advice includes setting firm boundaries, collecting evidence, seeking legal advice about getting a Civil Protective Order, being vigilant about personal safety and maintaining a support system.

Bialko said the police took her seriously, but feels her case was diminished in the courts. In a plea deal, her former partner's charges of felony menacing by stalking; burglary and a protective order violation were reduced to a misdemeanor of criminal mischief.

Bialko said just like physical abuse, emotional and mental abuse is terrifying.

"If you're scared, you're scared out for a reason," said Bialko. "So there's something that individuals doing that's causing you that fear, but there's no tangible evidence. Because I can't show you a picture of a black and blue eye, I don't think it's taken as seriously. "
