Monroe County Plan Commission

On May 17th at the Monroe County Plan Commission meeting, Director of Planning Jackie Nester Jelen presented a rezone request for a property in Benton South Township on Kings Road. Jelen said that the area is currently zoned Estate Residential and the petitioners are asking for it to be rezoned to Agriculture Rural Reserve.

Jelen explained the petitioner’s case and gave the commission information on the current zoning requirements.

Jelen said that the property owned by Life Is Better On The Farm LLC, is in a minor subdivision. She said that there were letters of support for the rezone, however, there was a letter of

Commission member Geoff McKim asked if the petitioner is planning on turning the barn into a residential unit. Jelen said that she did not believe they intended to at the time.

Petitioner Jason Voorhies spoke explaining why they would like to have the designation of Agricultural Rural Reserve and addressed the neighbor’s concerns about potential parties.

McKim asked whether there are any protections for nearby residents if the property is sold in order to prevent any future owners from renting it to individuals who would use the property for parties.

The Historic Board of Preservation approved the rezone with the condition that within two years the barn and other structures on the property be made into a Historic Preservation designation.

During public comment many concerned residents spoke against the petitioner's request.

Commission President Margaret Clements said that since so many of the neighbors who would be affected have spoken in opposition she will vote against the rezone request.

The commission will have a second hearing for the petition at their next meeting on June 21st.

Bloomington Plan Commission

At the Bloomington Plan Commission meeting on May 16th, Assistant Director of Planning and Transportation Jackie Scanlan presented an update to the fee schedule, which she said hasn’t been updated since 2013.

Scanlan noted changes that would be made and explained why they came to those numbers.

Commission Member Karin St. John said that although she doesn’t like raising the prices for people she appreciates the staff's work to ensure that the prices are reasonable.

The commission voted unanimously to approve the new Fee Schedule.

The next Plan Commission meeting will be held on June 13th.

Monroe County Public Library Board of Trustees

Upon entering the library, you can see the words, "read, learn, connect and create" (Young).

At the Monroe County Public Library Board of Trustees meeting on May 18th, Director Grier Carson gave an update on library services this month.

Board Secretary Kari Esarey commented on the report, sharing that she was surprised to see the number of daily visitors at the library.

Board Member Nichelle Whitney Wash asked Carson for an update on the staff’s morale after they received a complaint about issues in the workplace. Carson responded.

The next Board of Trustees meeting will be held on June 15th.

Bloomington Faculty Council Calls on IU to Recognize Grad Workers Union

On Monday, the Bloomington Faculty Council passed two resolutions calling on the IU Board of Trustees to provide a pathway to unionization for the Indiana Graduate Workers Coalition-United Electrical Workers.

The first resolution passed with nearly 84 percent of the faculty council vote, and it insists that graduate students would not face retaliation by the university for striking. The second resolution instructs the IU administration to create a pathway for union recognition for the IGWC-UE.

Katie Shy, PhD student in English and media correspondent for the Indiana Graduate Workers Coalition, walked through the significance of these two resolutions.

"One of the major turning points this semester, was the provost threatening to fire all striking graduate workers," says Shy. "And this resolution really responds to that move, and asserts that departments are the one equipped to evaluate if a grad worker should be reappointed."

According to their web page, the Bloomington Faculty Council is “an elected policy-making body responsible for exercising faculty authority on the Bloomington campus."

Shy explained what support from the Bloomington Faculty Council means for the grad workers.

"This is as strong of a message as we can send to the board of trustees that the Bloomington campus is ready for the Grad Workers Coalition to represent grad workers," said Shy.

The Indiana Graduate Workers Coalition went on strike from April 13th through May 9th. Shy described her major takeaways on how the strike played out,

"Although we haven't seen the material improvements that we're still fighting for, we're in a really strong position heading into the fall to keep working on each other's behalf," she said.

Monroe County Redevelopment Commission

On May 18th at the Monroe County Redevelopment Commission meeting Commission Member Richard Martin introduced a speaker who presented on the cost of development in Monroe County.

The research on development in Monroe County was originally done in 2019, which Steve describes has changed since his original findings.

The presenter shared that on Monday he read an article in The New York Times about the issue, pointing out that the housing development decrease post 2008 occured nationally as well. He shared that the article recommended 3 things local governments can do to help.

He said that the interest rates on development make the cost of developing more expensive than the residents in the county can afford.

The next Monroe County Redevelopment meeting will be held on June 15th.

Bloomington City Council

At the Bloomington City Council meeting on May 18th Council Member Steve Volan shared during his report that he has joined a nation wide entity called Coalition Against Bigger Trucks that aims to reduce the size of vehicles allowed on public roads.

Planning Department O’Neill Fellow Ben Sharaf gave a report on the Bloomington Habitat Connectivity Plan.

Sharaf said that their goal is to connect the three areas of green spaces around the city with green corridors by engaging with public land owners. He will be graduating soon and will not be able to keep working on the project, however he hopes that the next O’Neill Fellow will continue with the next steps.

Sharaf also said that they will need to update existing information. He said that since they started the project in 2011, the green spaces in some areas have improved and decreased in others. He recommended that aerial imaging be taken soon to get a picture of what the city currently looks like in terms of wildlife connectivity.

The next meeting will be held on May 25th.

Bloomington Board of Park Commissioners

The Bloomington Board of Park Commissioners held a special session on May 9th to discuss approving parks general obligation bonds.

Director Paula McDevvit said that it is recommended that the commissioners approve the bonds.

Operations Development Director Tim Street and Assistant Director of Planning and Transportation Beth Rosenbarger, presented the projects that the bonds would fund.

McDevvit explained that the commissioners are the final piece to approve the bonds.

City Controller Jeff Underwood explained the priority order of the park bonds.

The park commissioners unanimously voted to approve the general obligation bonds.

The next meeting will be held on May 24th.

Monroe County Commissioners

At the Monroe County Commissioners meeting on May 18th Board of Health Director Penny Caudill shared that cases of Covid-19 are still in the low advisory category, but warned that we are on the verge of reaching medium advisory levels.

Commissioner Penny Githens commented that there was a Covid-related death in the community recently and said that everyone should get vaccinated.

Next, the commissioners heard from Deputy Director of Emergency Management Justin Baker about a grant the Monroe County Emergency Management Department received from the Duke Energy Foundation.

Commissioner Julie Thomas asked about the alert residents received informing the public that sirens will be running at different times to check for repairs, and asked how much longer they can expect to hear them.

The commissioners approved the acceptance of the grant money unanimously.

The commissioners also approved funding for additions to the Karst Farm Greenway project, and for furniture in the new Highway garage office.

Ellettsville Town Council

On May 9th at the Ellettsville Town Council President of the Senior Housing Board Jeff Bishop asked the council to allow the Senior Citizens New Housing Development to pay the sewer hook-on fee they initially agreed to.

Bishop explained that when they started construction they did all of their permitting and got their quote for the hook-on fee, but due to supply chain issues they are only just now setting up their water and realized that the cost has increased from what they originally had budgeted for.

Town Manager and Utilities Operation Manager Mike Farmer explained to the council how hook-on fees are calculated.

Council Member Pamela Whitten noted that they would be setting a precedent by approving this request, and asked the council if they would be treating everyone else this way in the future.

Farmer said that they should.

The council approved the change to revert it to the original price unanimously.

The next town council meeting will be held on May 23rd.

Bloomington City Council

At the Bloomington City Common Council meeting on May 11th Development Services Manager Jackie Scanlan asked the board to approve technical corrections to the Unified Development Ordinance. Scanlan outlined what some the changes would be.

She also explained how the changes would be used to help incentivise both sustainable and affordable development.

Council Member Sue Scambelluri asked if they have received any feedback from developers about the incentives. Scanlan responded.

Director of Planning and Transportation Scott Robinson added that they are responding to development trends.

The council voted to pass the ordinance changes unanimously.

The next meeting will be held on May 18th.

Bloomington Commission on Sustainability

At the Bloomington Commission on Sustainability meeting on May 10th, Council Ex-Officio member Matt Flaherty shared that the city council approved a Local Income Tax Increase and explained what that means for Bloomington’s Climate Action Plan.

Commission President Joseph Wynia asked how the Local Income Tax is distributed to the city, when the Local Income Tax is for the whole county.

Flahery explained that they look at population numbers to decide the percentage of the income tax they receive.

Next Assistant Director of Sustainability Lauren Clemens gave a presentation on the Climate Action Plan to inform the new board members what the commission has been working on and what they will be working on moving forward.

The next commission meeting will be held on June 14th.

Monroe County Commissioners: Covid-19 Levels, Airport Runway Closure and Funding for Homicide Investigation

At the Monroe County Commissioners meeting on May 11th Health Department Population Health and Outreach Manager Kathy Hewett updated the commissioners on Monroe County’s Covid-19 levels.

Airport Director Carlos Laverty informed the commissioners that the Monroe County Airport runway will be under construction this summer which will lead to some runway closures.

Laverty said that although the runway closures might be inconvenient he is trying to find a way to make the best of the situation by collaborating with the Parks and Recreation Department.

Monroe County Detective Alex Hahn asked the commissioners to approve funding to help identify a skeleton found back in 2004. Hahn said that he received a quote from a well-respected laboratory named Othram for $5,756.

Commissioner Julie Thomas shared her approval of the work Hahn is trying to do.

The commissioners approved the fund request unanimously.

The next meeting will be held on May 18th.

Monroe County Council: Funding for Pre-K School Readiness Program

On May 10th at the Monroe County Council meeting Council President Kate Wiltz took a moment to acknowledge the passing of County Property Administrator Susy Johnson.

Monroe County Commissioner Penny Githens asked the councilors to approve funding for a Pre-K School Readiness Program her and council members Peter Iversen and Cheryl Munson have been working on.

Githens said that the kids in the area have been impacted by Covid-19 and that there is a high demand for the program. Smart Start Director Jennifer Myers shared that there are long waiting lists for programs in Monroe County.

Council Member Cheryl Munson added that the program coming together so quickly was thanks to collaboration between organizations, and that there are ideas for other programs to address the long-term problem as well.

Council Member Marty Hawke shared that she was in favor of the program. Hawke said that she has a family member who is a 5th grade teacher who has noticed that their students are not ready for 5th grade yet due to Covid-19 and online learning.

Council Member Trent Decard commented that as a parent he sees the need for this program and that he is in favor of a more long term solution.

The council approved the program with American Rescue Plan Act funding unanimously.

The next county council meeting will be held on June 14th.

At the Monroe County Board of Health meeting on May 5th, Assistant Vice President of Indiana University Kirk White updated the board on an increase in Influenza-A and Covid-19 numbers on campus.

Monroe County Health Administrator Penny Caudill said there was an increase in Covid-19 detected in the wastewater testing process. Caudill assured the board will continue to monitor the increased presence of Covid-19 in wastewater samples.

Despite the increase in wastewater samples, Caudill said the hospital numbers are still low. The board agreed to continue the discussion of Covid-19 response during its next meeting on June 9th.

Bloomington Redevelopment Commission

On May 2nd at the Bloomington Redevelopment Commission meeting Director of Housing and Neighborhood Development John Zody shared that HAND will host a tenant resource fair on Saturday May 21st.

Zody also reminded the public that there are requirements for maintaining lawns to a maximum height of eight inches or less.

Director of Economic and Sustainable Development Alex Crowley presented an agreement with Buskirk Chumley Theater Management Incorporated. He explained that they have worked with them for many years and so they would like to approve a three year contract.

City Legal Larry Allen spoke in support of the contract and said that the B-C-T Management partnership has been stable.

The board approved the contract unanimously. The next commission will be held on May 16th.

Bloomington City Council

The Bloomington City Council heard a report from the Commission on the Status of Women at their May 4th meeting.

The Bloomington Commission on the Status of Women presented a Capstone Project Report on Gender Equity in Bloomington. Elizabeth Gribbins, Christina Samons, and Adam Shifriss presented the report. Gribbins introduced the study.

Adam Shifriss gave some policy recommendations and key data points on the report, focusing on employment and pay.

Gribbins shared what the council and commission can do to address the wage inequity.

During public comment Bloomington Resident Hue Cramer spoke about the environmental hazard of gas leaf blowers.

The council held its final vote on modifying the Monroe County Local Income Tax rate. Council member Dave Rollo expressed concern about the timing of the increase in local income tax.

The council voted unanimously to increase the local income tax by 0.64%. The tax increase would also apply to all of Monroe County, because the local income tax rate is decided by the Monroe County Local Income Tax Council - of which the Bloomington City Council makes up a 56.7 percent majority.

The next city council meeting will be held on May 11th.

Monroe County Board of Zoning Appeals

At the Monroe County Board of Zoning Appeals meeting on May 4th the board heard from Sands & Sands LLC for a use Variance for a Tourist Home or Cabin Use on their property on Lake Lemon.

Planner and G-I-S Specialist Anne Crecelius explained that the site has been running as a tourist home or cabin without proper permits. She said that the county has had an ongoing court case since September 24th, 2021 to enforce the zoning ordinance.

Crecelius said that they have received both letters of support and remonstrance from community members about the use of the property, and that the staff recommends the board denies the use variance.

Board member Dee Owens asked the staff why there is a limit on the number of rooms that the zoning ordinance allows for.

Director of Planning Jackie Nester-Jelen explained that since the site contains an existing residential structure it would be considered mixed-use to have a tourist home or cabin, and that in the rural areas they limit the number of guests because of the septic system limitations.

Petitioners Tom Sands and Robert Sands spoke on behalf of their request to have a tourist home on their property.

Tom Sands spoke saying they maintain their septic tank, and said they are willing to limit the number of guests from six to four if need be.

A neighboring resident Sarah Gale Tahla spoke in support of the variance. She explained that she has been in the same position as the Sands and that she believes the septic tanks they have are more than sufficient to handle the amount of use they receive.

Board member Margret Clemmens said that she would support the variance due to hearing about the community’s support.

The board members voted unanimously to approve the use variance. The board will have their next meeting on June 1st.
