While there have been some promising developments, public statements from the US have not inspired confidence in Biden's willingness to break with the aggressive policies of his predecessor.

A Florida court has concluded that police officers can conceal their names from the public after they shoot suspects, so long as they argue that they were themselves the victim of a crime. The court overturned a previous ruling which found that it would not be appropriate for police, as public officials, to hide their identities. Maryland's Democrat-controlled legislature also passed significant police reforms last week, over the veto of Governor Larry Hogan. 

Biden has unveiled an early proposal for the 2022 Pentagon budget, coming in at a whopping $715bn for the base budget alone. The move appears to confirm previous reporting that Biden would not start a fight over military spending and would largely keep budgets at the sky-high level set under Donald Trump – still outdoing the world's next 10 largest military budgets combined.
