In a nutshell, February 2018 the WCAB commissioners discovered that in an email communication by Department of Industrial Relations, attorney Mi Kim to the California State Bar’s General Counsel Vanessa Holton, Ms. Kim had attached an e-mail thread between WCAB Chairperson Katherine Zalewski and Ms. Holton that the WCAB board believed could only have been accessed through Chairwoman Zalewski’s e-mail account.
