Current regulatory frameworks in many SADC countries are insufficient to ensure community involvement. In the absence of government action, communities adapt autonomously, sometimes in an uncoordinated manner. There has recently been progress in strengthening marine and coastal EbA in climate policy in Africa, along with a surge in ocean research globally. However, rising concerns over terrestrial issues in climate policy have overshadowed marine and coastal EbA concerns.

Financing for EbA remains one of the most pressing challenges for countries trying to pursue climate action.

EbA is the use of biodiversity and ecosystem services as part of an overall climate adaptation strategy to help people adapt to the adverse effects of climate change.
