Dr. Monica Taylor, who was sworn in for her first term in January 2020, is the first African American elected to Delaware County Council.
Dr. Taylor has spearheaded the effort to create a County Health Department, which launched in April 2022; and with safe & affordable housing being a priority of hers, Dr. Taylor collaborated with community partners to create the Country’s Housing Continuum Coalition in January 2023, to focus on helping unhoused residents, improving rental housing infrastructure, and affordable home ownership.
With Delaware County’s current teacher shortage, lifelong educator and past Upper Darby School Board member, Dr. Taylor is addressing this immediate concern with a dual-enrollment program that allows Delaware Country high school students to take college credits, putting them on a path toward a degree in education.
