David A. Ditch, a policy analyst at the Heritage Foundation, focuses on federal spending and fiscal policy. He is a research associate in the Grover M. Hermann Center for the Federal Budget. He has appeared on local radio stations across the country, and his work also been featured on FoxBusiness.com, the Los Angeles Times, the St. Louis Post-Dispatch, and many other publications.

Prior to joining Heritage, David was a Budget Analyst for the Senate Budget Committee where he oversaw appropriations and agriculture. He has also worked for the Senate Small Business Committee, Rep. Todd Young, Rep. Mark Sanford, and Rep. Raul Labrador.

Darren Winston serves as Head of the Books, Maps & Manuscripts Department, and is Freeman’s representative for the New York, Connecticut, and Western Massachusetts areas. Born in Chicago and raised in New Jersey, Mr. Winston moved to New York City in 1988, and began his career as a vintage bookseller in 1995. He spent more than ten years selling at book fairs and flea markets, as well as privately, before opening his eponymous bookshop in 2009. Located in Sharon, CT, Darren Winston, Bookseller offered vintage books, prints, and fine art, and hosted in-store events including book signings and art shows. 

Prior to joining Freeman’s, Mr. Winston served as an Independent Consultant to the Fine and Rare Books Department of British luxury company Asprey, from 1999 to 2005, in their New York store. While at Asprey, he was the buyer for both the New York and Beverly Hills boutiques, and organized in-store readings with authors such as Salman Rushdie and Dominick Dunne. Dr. Jonathan Newman is Assistant Professor of Economics and Finance at Bryan College. He holds a PhD in economics from Auburn University. He is a Mises Institute Fellow, and his research and publications have focused on economic methodology, business cycles, and comparative economic systems.

Michael J. Ellis joined The Heritage Foundation’s Meese Center for Legal and Judicial Studies as visiting fellow for law and technology. In this role, Ellis uses his distinguished background in technology and national security to work on cutting-edge and pressing legal issues that intersect with the field of technology.

Prior to joining Heritage, Ellis was general counsel of the National Security Agency (NSA) from January to April 2021. Ellis also served in several different roles in the Trump administration, including as the deputy assistant to the president and senior director for intelligence programs at the National Security Council (NSC). In this role, he planned, directed, and coordinated policies and programs across the U.S. intelligence community. America's Relationship with China

Dean Cheng brings detailed knowledge of China's military and space capabilities to bear as The Heritage Foundation's research fellow on Chinese political and security affairs.

He specializes in China's military and foreign policy, in particular its relationship with the rest of Asia and with the United States.

Cheng has written extensively on China's military doctrine, technological implications of its space program and "dual use" issues associated with the communist nation's industrial and scientific infrastructure.

Raymond J. Keating serves as Chief Economist with the Small Business & Entrepreneurship Council (SBE Council), a national nonpartisan, nonprofit small-business advocacy group. He also writes a weekly newspaper column for Newsday on Long Island. In addition, Keating runs his own small business – Keating Reports – which publishes a variety of analyses and newsletters.

Mr. Keating has authored or co-authored three books — U.S. by the Numbers: What's Left, Right, and Wrong with America State by State (June 2000), New York by the Numbers: State and City in Perpetual Crisis (May 1997), and D.C. by the Numbers: A State of Failure (January 1995). He also has contributed essays for four other books, and is currently working on two new books.
