As director of the Center for Education Policy at the Heritage Foundation, Lindsey Burke oversees the foundation’s research and policy on issues pertaining to preschool, K-12, and higher education reform. Burke’s commentary, research, and op-eds have appeared in numerous magazines and newspapers, and she is a frequent guest on radio and television shows and speaks on education reform issues across the country and internationally. Mike Howell of the Heritage Foundation speaks about Homeland Security and the new Executive Orders. 

Mike joined The Heritage Foundation in October 2018 from the Department of Homeland Security, Office of the General Counsel, where he was the chief legal point of contact for the department’s 3,000-lawyer office for all congressional oversight and investigations that concerned any of the department’s headquarters or component offices. There he dealt with congressional staff regarding document requests, transcribed interviews and depositions, legislation, and correspondence. Prior to joining the Trump administration in this capacity, he was on the Hill from 2013-2017 as an attorney for both the Senate Homeland Security and Governmental Affairs Committee and the House Oversight Committee.

For twenty-five years Karen Kerrigan’s leadership, advocacy and training work has helped foster U.S. entrepreneurship and global business growth.  She is  president & CEO of the Small Business & Entrepreneurship Council, and is the group’s chief advocate for its members.

Kerrigan is a collaborative and well-respected individual within the business community who has led numerous coalitions and initiatives with diverse partners and organizations.  Kerrigan chairs the newly formed Small Business Roundtable, a coalition of leading small business and entrepreneurship organizations dedicated to advancing policy, securing access and promoting inclusion to benefit the businesses at the heart of the American economy.  She has written hundreds of Op-Eds and newspaper columns, and regularly appears on national television and talk radio programs. Kerrigan regularly appears on Fox Business to provide analysis and commentary on the latest economic data, what’s driving the markets, and the outlook for the economy, entrepreneurship and small business growth.

Lora Ries is a senior research fellow for homeland security at The Heritage Foundation. She has over 23 years’ experience in the immigration and homeland security arena. Ries twice worked at the Department of Homeland Security on management and immigration policy and operations issues, most recently as the Acting Deputy Chief of Staff.

She also worked in the private sector as a homeland security industry strategist and in government relations.

Ries previously worked in the legislative branch as Counsel for the U.S. House of Representatives Judiciary Committee’s Subcommittee on Immigration and Claims. She started her career at the Department of Justice’s Board of Immigration Appeals and the Immigration and Naturalization Service.

Thomas Spoehr serves as director of Heritage's Center for National Defense where he is responsible for supervising research on matters involving U.S. national defense. Prior to joining Heritage, Spoehr served for over 36 years in the U.S. Army, attaining the rank of Lieutenant General. He is an expert on national defense policy and strategy, and has testified before the U.S. Congress on defense strategy, budgets and equipment modernization. Spoehr’s articles and commentary have been published widely in both civilian and military media and he is often called upon to provide expert commentary and analysis.
