Doug Badger’s career in public policy spans more than three decades and includes stints as a policy adviser to the White House, the U.S. Senate, the Department of Health and Human Services and the Social Security Administration.  He has a distinguished track-record of creating and advancing conservative, practical ideas to help lower American’s health costs and expand their choices. 

Doug served as Special Assistant to the President on the National Economic Council, where he advised President George W. Bush on health-related matters, including the creation of Health Savings Accounts.  He later served as Deputy Assistant to the President for Legislative Affairs, where he helped formulate Administration policy and legislative strategy on a broad range of issues, including health care, energy, taxes, financial services, pensions and employee benefits, intellectual property, trade, and telecommunications.

President Donald Trump’s next move in an increasingly fraught trade war with China could be one for the history books, literally. The Trump administration has been studying the unlikely prospect of reviving century-old claims on Chinese bonds sold before the founding of the communist People’s Republic.

The defaulted China bonds can be found in the attics and basements of thousands of Americans, or on EBay, where the certificates sell as collectibles for as little as a few hundred dollars each. The PRC, which succeeded the Republic of China after it replaced the imperial dynasty, has never recognized the debt, though that hasn’t stopped decades of attempts to collect payment on it.

After graduating Cum Laude from Amherst College and Order of the Coif from New York University Law School, Professor Hardaway joined the U.S. Navy JAG Corps where he processed civil claims and also served as both a prosecutor and criminal defense lawyer. After serving four years, he joined the Denver law firm of Rovira, Demuth, and Eiberger where he practiced civil litigation. He also later served as a Deputy District attorney for Arapahoe County and rounded out his litigation career as a Colorado Deputy Public Defender, where he handled hundreds of felony cases, including death penalty cases. From there, he first entered academia as a clinical supervisor at the University of Denver College of Law, ultimately becoming a tenured Professor of Law. He has also been a Visting Professor of Law at Hastings Law School at the University of California, and at Washington University Law School in Washington, D.C.
