Mary Ann Cotton - Notorious British Serial Killer
The famous case of the serial murderer Mary Ann Cotton is recounted here. Some estimates place her murders around the 22 mark.  It is suspected she killed 3 husbands and at least 6 children. 
The motive: insurance or just wanting the person in question out of the way.
