New York City Comptroller Scott Stringer released a report highlighting that more than 90 percent of City contracts for human services were submitted late, thus putting such services, namely for the homeless, in jeopardy. Stringer tells WCBS 880 Producer Neil A. Carousso he is calling on the de Blasio Administration to develop a "tracking system" for City contracts because its tardiness has strapped non-profits and has amplified issues that the increasing homeless population face in the Big Apple.
