Prime Minister Anthony Albanese says young people can still use tools like negative gearing to build a property portfolio, by investing in new homes rather than existing homes.

Last week's federal budget limited negative gearing - where some rental losses are offest through tax - to new properties only, while grandfathering existing arrangements.

The government argues the changes will improve housing affordability for first home buyers, but has faced questions about the impact on young people who might want to invest in property in future.

The World Health Organisation has declared an Ebola outbreak in the Democratic Republic ​of Congo as a "public health emergency of international concern".

But, the WHO says the outbreak doesn't meet the criteria of a pandemic emergency.
