How can you go to a restaurant order food, never receive it and still pay? I read several reviews that said this. In Disney World it always feels like people are minding their own business. Not to much people watching going. There is some, but it's more people enjoying all the activities than just watching other people enjoy Disney World. Disney World is too expensive to sit around and watch strangers have fun.
